SMART (Skill MAtching for Regional developmenT) is a Transfer of Innovation project that aims
- to answer the need of matching between educational system supply and the job market's professional requirements, through the design of an innovative system able to map profiles required by the job market and the job seekers' competences;
- and to improve the collaboration among VET, institutional and business sector.
The SMART system is based in the transfer of two former EU funded projects, MISLEM (AT/05/C/F/RF-82100) and STUDIO, and the project is composed of a multiactor partnership including Chambers of Commerce, Universities, Research centres’, Training Agencies and ICT experts from Hungary, UK, Italy, Austria and Spain.
SMART is a Transfer of Innovation project where an innovative learning system was designed and implemented to better match educational offer and Labour market needs. SMART is based in the transfer of two former EU funded projects, MISLEM and STUDIO. The project is composed of a multiactor partnership including Chambers of Commerce, Universities, Research centres, Training Agencies and ICT experts from Hungary, UK, Italy, Austria and Spain.
The need of dynamically matching educational system offer and job market demand represents a relevant challenge to promote and sustain an inclusive and competitive society in Europe.
SMART (Skill MAtching for Regional developmenT) gives a response to this need by defining and implementing an innovative learning system that will match Labour market needs with the training offer. This system is based in a competences approach identifying Knowledge and Skills required and adapting the learning outcomes in the Educational regional system.
The project focuses on education and job balance in Andalusia region featured by high rates of unemployment and over-qualification. SMART is coordinated by the Chamber of Commerce of Seville. Indeed, the local partnership is also made up of several education and training stakeholders that will guarantee the relevance and impact of the project outcomes.
Other Specific objectives are:
- To improve collaboration between VET, institutional and business sectors.
- To design and validate an ontology-based adaptive tool that mapped companies’ and education competences.
- To identify and anticipate new emerging jobs and market needs.
The project transfers, adapts and enriches results of the partners’ previous EU projects in order to define common operative frames and anticipate the market needs:
- MISLEM proved efficient methodologies and procedures to match skills and competences developed by educational and VET institutions and labour market requirements.
- STUDIO developed an ontology-driven approach and tools that map and anticipate needs of companies and educational competences.
Meeting the project goals is assured by the work plan and consortium composition, which guarantees a dialectic process among different institutional, business and educational actors at regional level, and to successfully exchange and transfer experiences at EU level. The partners from Italy and the United Kingdom have been selected to play a relevant role in the research phase and development of the new tool. Yet, they have contributed to extend the impact of the project by transferring the model in their national contexts as both have a relevant expertise in co-operation between Labour Market and Educational Institutions.
The main outcomes from the project are a further cooperation among stakeholders; definition of common models, procedures and tools for the competences’ matching process; an ICT tool to design and validate companies’ and education competences.
SMART impacts in Andalusia by contributing to improve the job balance problem, thanks to an improved model to identify competences and labour offer and demand matching. The Pilot testing was focused on Tourism industry, one of the most relevant in our region. However, the final outcome is adaptable to every economic field.

The SMART partnership has developed the following activities:
WP1. KNOWLEDGE SHARING AND RESEARCH: all partners have actively participated in the analysis of the local context and decided to work in two main fields of research:
- Outlining local successful experiences of skills matching.
- Defining the map of competencies required within the Tourism industry on their local areas (professional profiles and competencies required).
Furthermore, two existing products have been used as the base of the SMART rationale (STUDIO and MISLEM).
WP2. SMART MODEL AND PROCEDURES: partners have realized that activities had to be done at the same time of WP3, since a reference from the system is needed to fulfil WP2. In Seville, a panel of external experts from Employers’ Associations and Education Institutions was called to participate in Focus groups.
WP3. SMART SYSTEM: CORVINNO defined the SMART system. Spanish partnership has worked on the definition of the Educational offer based in a set of competencies that would be matched with the labour market requests. The prototype of the ontologies system applied to the matching between job demands and Educational offer has been defined according to the scenarios that emerged in WP1 and 2.
WP4. PILOT RUN: the system has been tested comparing the Tourism Industry requirements in Andalusia and the offer from two of the project partners: Fundación Universidad Pablo de Olavide and Chamber of Commerce of Seville.
The identified mismatch helped to produce e-learning contents that are offered to the current users of the curricula that have been analysed. The platform is hosted by INERCIA DIGITAL and the contents have been developed by all partners.
WP5. EVALUATION: all WP and Partner meetings have been evaluated.
WP6. DISSEMINATION: SMART partnership has specially focused on the creation of the different tools and SMART image. Different products have been created:
- Logo and Website (www.smart-project.org)
- 4 Newsletters.
Most of the partners have contributed to the submission of papers for the 6th and 7th International Conference of Education, Research and Innovation (ICERI) that took place in Seville in November 2013 and November 2014, as well as for the 8th International Technology, Education and Development Conference (INTED) that took place in Valencia in March 2014.
All partners have been also disseminating the project idea in other local or international events and a dissemination report gathering all these efforts has been created.
WP7. EXPLOITATION: a special focus on the exploitation and sustainability of the results has been done during the second year of the project life.
WP8. PROJECT MANAGEMENT: apart from the contact with the NA and the partners, different actions have been undertaken:
- Partners’ meetings: four meetings have taken place, of which two were in Seville (kick-off meeting and final meeting), one Rome and the other one in Belfast.
- SMART Google Site: a collaborative online site to exchange files, show our progress and contact with the other partners through a forum.
WP9. QUALITY ASSURANCE: a Quality Assurance Plan has been stablished at the beginning of the project.
