Title LOPEC Logistics personal excellence by continuous self-assessment
Project Number DE/12/LLP-LdV/TOI/147538
Project Type Transfer of Innovation
Marketing Text The change in the logistics environment demands of skilled workers a continuous advancement of their competence. LOPEC transfers a software solution for the mediation of logistics LEAN know-how as well as the in addition required basis knowledge for the skilled worker in the enterprise and continuing education environment. The system was enhanced with a new method of the self-assessment of the "Personal Excellence (PEX)" and the self assessment tool "Logistics Personal Excellence (LOPEX)". Besides, the aim of the project was the development of supporting learning materials to transfer the knowledge closing the gap between the secondary and tertiary education for skilled worker in the area of the logistics as well as to support the introduction of “Personal Excellence (PEX)” aiming in "lifelong learning". LOPEC was transferred in several countries of the European Union (Austria, Croatia, Latvia). Since the finalization of the project free entrance modules are available for pilot user.
In a knowledge society where demands for skills, competencies and knowledge constantly increase and change, lifelong learning is a key strategy to adjust people’s performance capabilities to new requirements and grantee employability in the world of work. Good examples for this are the current changes in the logistics environment. Regularly, new services and processes close to production were taken into the portfolio of logistics enterprises, so the daily tasks are changing continuously for the skilled works.
For the operation and management of these tasks new principles, approaches and methods where raised and applied within the last years. This includes innovative trends like the transfer of Lean Manufacturing to the area of logistics. To skilled workers of the secondary educational level, this know-how usually remains undisclosed. This gap of knowledge could be closed by the participation in the tertiary education. However, this is usually not possible due to educational laws and certification requirements connected with the existing school education.
LOPEC therefore aims in closing this gap by offering
1) special-tailored training modules for "Lean Logistics" and required basic skills for skilled workers on shopfloor level implemented into the learning environment ILIAS. Needed know-how for today’s challenges in logistics will be transferred. Additionally they could be taken for credit as further education, aiming at acquiring the needed recognition to enter a job-related Bachelors program. Another aspect of LOPEC was the development
2) of a "personal excellence self-assessment (PEX)" and
3) a self-assessment "Logistics Personal Excellence (LOPEX)" that allows a person to assess and thus improve his/her own level of maturity in employability skills.
To reach this goal, LOPEC build up on the self-assessment software solution of the SAETO project family which “translated” EFQM for the use within the education and training sector. Pex was implemented into the GOA-Software and the self assessment LOPEX was implemented into the learning environment ILIAS.
As results LOPEC provides training modules for post-secondary education in the area of LEAN logistics and offers transparency of personal excellence with a personal and logistics self-assessment software solution, regarding the personal maturity level of hard and soft skills at any time. It can be used as an innovative tool for monitoring personal lifelong learning routes.
At the beginning of the project the project-frame work was defined based on an extensive analysis. Aspects like different education levels in the countries of the involved partners, already existing learning modules for LEAN logistics for skilled workers were analyzed as well as possible maturity steps with assessment processes were defined.
The development of an innovative draft took place for the design of efficient learning environment for "lifelong learning". A central question was, like education surroundings, particularly with the innovative attempts of a learning factory can be developed systematically to guarantee the best possible transferability on future areas of application and to create thereby the presupposition for the European-wide establishment of the platform for "lifelong learning".
Then it was a matter to these learning environment of executing the adaptation and expansion of existing learning modules for LEAN logistics, the required basis knowledge as well as the translation of blended-learning learning material into the project languages (Englisch, German, Croatian, Latvian). The learning units and tests were implemented into the learaning environment ILIAS. Based on EFQM a maturity model for LEAN logistics with continuous improvement was developed. To measure the maturity grades a self assessment tool for "Logistics Personal Excellence" called “LOPEX” was created and also implemented into the learning environment ILIAS. The self-assessment "Personal Excellence(PEX)" was adapted and integrated into the GOA/SAETO software surroundings.
The development of a Lopec user guide conluded the development tasks.
After the implementing and the tests a two-stage validation process took place. The prototype of the LOPEC Solution (PEX, LOPEX, Lean logistics and basic knowlegde training modules) was tested by all project partners in a Peer review procedure first inside. In addition, the training of the partners was defined for the application by LOPEC as a test experiment. To proof practice suitability the tests were also executed with the logistics experts from advisory board. The used prototypes were translated into the languages of the partner's areas.
Reutlingen University, University Split as well as the Fraunhofer Research GmbH are establishment members of the „Initiative on European Learning Factories ". This initiative is highly suitable for the validation of LOPEC with regard to technical, methodological and educational aspects. In the second stage the validation was executed with the external partners as a „really application" in the form of "industry" - teaching course. An aspect of this working package was the elaboration of an evaluation plan to secure measurably and comparably results to ensure a goal oriented validation process. The evaluation plan formed the basis for the fine tuning as well as the completion of the LOPEC products and was closely connected with the quality assurance in the project.
All project partners were accompanied actively the dissemination and valorisation tasks. All activities were planned and were documented in the "Business- and Marketingplan".
For further dissemination and commercial distribution of LOPEC a Joint Management Team (JMT) was built. The JMT consists of members representing each of the LOPEC partners (Reutlingen University, Fraunhofer Austria, TU Dortmund, University of Split, Eurofortis). The team decides on the further development of business strategies and joint marketing plans. The partners plan to operate mainly through trade shows, workshops, conferences and published papers. The sales of the LOPEC Solution packages considers the following 3 aspects: selling the software tool PEX (self-assessment Personal Excellence), the LOPEC Learning modules including LOPEX (self-assessment Logistics Personal Excellence) as well as Consulting services based on the differing regional markets. Package 1 includes the free entrance to the Learning Modules and LOPEX as well as a Consulting service for Lean Logistics (5 Person Days). PEX and a 3-day consulting service are offered within package 2. Package 3 includes the whole LOPEC Solution (Package 1 and Package 2).
