Title Training for Science and Technology park managers (3G-STPs)
Project Number 527168-LLP-1-2012-1-ES-LEONARDO-LMP
Project Type Development of Innovation
Country EU-Centralised Projects
Science and Technology Parks (STPs) provide the necessary nurturing environment to generate spin-offs and start ups, increasing their survival rate though the set of services and facilities offered. The support to knowledge based companies is a core issue and concern for the European community in the transformation to the Innovation Union. The consortium takes a joint approach in tackling this challenge through professionalization of skills of STP managers, who have direct access and can impact the growth and development of start-ups and spin-offs. An innovative and comprehensive training curriculum will be developed based on wide experience in the field and input in teaching methodologies, which can only be achieved through expertise-sharing within the consortium.
The training toolkit will consist of International best practice in STPs management with elaborate case studies.
To support the training toolkit, a modular e-course with virtual coach support will be developed.
An innovative and comprehensive training curriculum will be developed based on wide experience in the field and input in teaching methodologies (Zernike, Meta, Funditec), incorporating existing practices (Coventry Technology Park and Tallinn Science Park), access to target groups (IASP, EBN) which can only be achieved through expertise-sharing within the consortium.
The training toolkit will consist of International best practice in STPs management with elaborate case studies. Each case study will provide a roadmap methodology on how the best practice can be better transferred into another STP with guidelines, lessons learned and do’s and dont’s. Such approach will enable STP managers to adopt the best practice, taking into account the national environment.
To support the training toolkit, a modular e-course with virtual coach support will be developed. The e-course will offer an entry test to determine the entry level of a trainee. Based on the results, specific case studies&roadmap methodologies will be suggested.
Provision of the training to the EU STP mangers (through the efforts which consortium is willing to put in sustaining the project results) will improve their skills and interaction, enabling them to perform better, fully realizing potentials of STPs, ultimately creating jobs creation and entrepreneurial spirit.
There are 239 Parks in Europe, 223 located in 27 EU countries according to the WAINOVA World Atlas of Innovation. Those parks host start ups and spin-offs, a fragile and yet important engine of the EU economy. The consortium recognizes that better trained STP managers can provide better support services to the start ups and spin-offs and has all necessary resource and knowledge to develop a comprehensive structured 3rd generation STPs training programme (3G-STPs) to build the necessary capacities in the STP management teams. The training programme will equip the STP managers with a set of skills, which will enable them to exploit the full potential of the parks, better facilitating the needs of the existing and future tenants, bridging the gap between worlds of science and business.
The training will be targeted to: 1) existing STP managers; 2) newcomers to the field.
Through the IASP network - European Division (IASP – E) membership the consortium can reach 222 STP managers in Europe and 205 STP managers in the EU area and engage them in the training.
The training programme will address the main challenges of the STP managers, which have been previously identified. Given the high complexity of the profession and lack of time for trainings, the consortium will introduce innovative learning elements.

The main product of the project would be the training package. The training package will be based on best practice examples of STP management worldwide with elaborate case studies. Each case study will provide a roadmap methodology on how the best practice can be better transferred and adopted in another STP with lessons learned and do’s and don’ts. Such approach will enable STP managers to immediately apply the gained knowledge into the strategy of their own STP. The training will offer a blended delivery method including a modular e-course with the virtual coach tool support.
