L'application de Bilan des compétences pour le groupe cible des Roms facilitera leur choix de carrière et l'entrée sur le marché du travail.Sur la base de nombreuses années d'expérience avec le Bilan des compétences en relation avec les thèmes du marché du travail et l'intégration du travail est le transfert d'instruments et les besoins correspondants des utilisateurs futurs des installations adaptées. Cependant, cela nécessite de l'éducation et de la formation des enseignants, des formateurs et des tuteurs. Ceci est assuré dans le projet par le biais d'une formation multiplicateur des participants de la Bulgarie, la Roumanie et la Hongrie.
L'expertise comptable pour le modèle français d'être réussi à s'imposer comme un outil pour l'orientation future dans le but d'intégrer le marché du travail.
„…They steel like ravens, do not want to work and are a peoples of restless nomads …“ – when we speak about Roma we are quick with prejudices. Even more weight, however, has the fact that they can be mobilised every time what is not only proven by regular riots against the target group but also by their actual living situation. Particularly the disadvantages are visible in the education sector that marks a central field for the social integration and the social rising – especially of such a young population like the one of the Roma. Here a “de facto segregation” exists.
Basis for the project was the „EU Framework for National Roma Integration Strategies until 2020“ that shall make their discrimination-free access to vocational training, to the labour market and to building up their own business possible.
The implementation of Competence Balance will enhance their career planning and employment and make those more target-oriented according to the needs of the local/regional labour market linked with the personal pre-conditions of the participants.
The Competence Balance after the French Model was adopted and further developed particularly for the target group of Roma within the project. For that existing training material was adopted and modified and Competence Counsellors – multipliers – from Bulgaria, Romania and Hungary were trained.
Workshops on the subjects „Profession and Work“ in the single partner countries introduced the adopted Competence Balance and ensured its sustainable use and implementation.
The project partners have extensive experience with the target group Roma and their special needs situations. The tried and tested instrument Competence Balance was transferred to the partner countries Bulgaria, Romania and Hungary, modified for the target group of Roma and translated. An adoption to the training systems of the partner countries was not necessary. Employees of educational institutions, labour offices as well as Roma communities and Roma NGO have been trained as Competence Counsellors. Finally, the educational institutions in Hungary and Bulgaria were certified according to the quality criteria of the National Association of Centres of Competence Balance and professional orientation (FNCIBC) in France. With the implementation of the workshops "Profession and Work" entrepreneurs, social partners and representatives of Roma communities and -NGO have been sensitised for the instrument Competence Balance and its use.
The European Network of Centres for Competence Balance and professional guidance (FECBOP) will be extended with the certified partners from Hungary and Bulgaria. This way it can be ensured that positive experiences with procedures and measures that are used in each partner country are available for a professional public. Countries and institutions that are currently not yet involved use the project results and thus have the opportunity to get active based on the "EU framework for national strategies for Roma integration until 2020" and to support the target group of Roma and the regional labour market in their countries.
By using the KOB for Roma, enterprises are able to cover their current need of workers goal-oriented also by and together with this target group. During the project this happened primarily through agricultural enterprises, enterprises in the construction area, trade enterprises and service- activities.
The participation of Roma in the first labour market not only ensure their livelihood but also strengthens the competitiveness of the enterprises for which they work. It also contributes to invest financial means of the public sector otherwise and to reduce undeclared work.
In addition, an increasing number of Roma in public employment (green area maintenance, waste disposal, street cleaning, reclamation) will be active. This will benefit the general public.
The participation of Roma in all sectors of the labor market will increase in general and contributes step by step to the reduction of the marginalization of the target group. This will change the attitude of the majority society and contribute to reducing prejudice and intolerance.

Result of the project is that institutions, certified according to the French quality criteria, will implement the Competence Balance and develop it further. Stakeholders such as labour offices, educational institutions, SMEs, actors of the vocational training and labour market and specialised experts support this process.
KOMPASS transferred the instrument Competence Balance including adequately developed teaching and learning material – which was already proven in Germany and other EU countries – to HU, RO and BG and adapted the applicable methods. In the frame of the KOMPASS project multipliers were trained as Competence Counsellors; by September 2014 one organisation each in Hungary and Bulgaria were certified. The Competence Counsellors will work according to the agreed and certified quality criteria.
Apart from pedagogical material, e.g.
- documents for the needs analysis
- test procedures and test batteries
- form of the final documentation (Synthesis Paper),
experiences resulting from the project implementation will permanently be documented and made available to a broad public. FECBOP organised a European Colloquium in the frame of the final project meeting.
