Marketing Text Einer der wichtigsten Teilsektoren der „grünen Arbeitsplätze“ ist die erneuerbare Energie. Laut Studien könnte dieser Sektor im Jahr 2020 mehr als 2 Millionen Arbeitnehmer in der EU umfassen, mit einer großen Vielfalt an Beschäftigungen, Qualifikationen, Gehältern und Chancen für eine große Anzahl an Arbeitern aus allen Qualifikationsstufen. Einige relevanten Zahlen hierzu: Bis 2020 könnten 329.000 Arbeitsplätze im Sektor der Windenergie geschaffen werden und 727.000 Arbeiter in der photovoltaischen Solarenergie beschäftigt sein. Europa ist technologisch führend im Bereich der thermischen Solarenergie und der europäische Markt hat sich in wenigen Jahren verdoppelt. Es wird ein noch höheres Wachstum in naher Zukunft erwartet.
The main goal of the project is to adapt a methodology for the recognition of competences acquired by low/medium qualified workers (EQF levels 1 to 4) through non-formal/informal learning in the training strategies of the EU renewable energy sector, taking as a main reference the methodologies and outcomes from a previous project (Metal Skills, ES/07/LLP-LdV/TOI/149025). This will be achieved through an exchange of experiences among social partners, VET centres, companies and public administrations.
Countries: Germany, France, Spain, Poland and Italy, which are relevant countries for the development of the renewable energy industry in the EU, currently leading the sector or with the highest potential of future growth. The association is composed of VET centres (IFES, bfw), social partners (FITAG-UGT), research centres (CERES), technological provider (ISN Virtual Worlds) and consultants (MPS, Procesy). Indirect collaborators are Public Administrations (INCUAL), Univ. of Barcelona (UAB-CIFO).
Main results: national/international reports about the socio-labour situation in the renewable energy sector in Europe, the professional profile of the workers of this sector, paying special attention to low/medium qualified (EQF levels 1 to 4), the best practices for recognition, evaluation and accreditation of non-formal/informal learning in the energy companies; design of an online training action, addressed to training officers, to incorporate the methodology for recognition in the training strategy of the energy sector; design of a guide for the recognition of non-formal and informal learning in the sector.
Impact: increase in qualification level of the workers in this sector; opportunities for reconversion for workers from the traditional energy sector into the renewable energy subsector; increase of mobility; more transparency of professional qualifications and the labour market
“Europe 2020” is the EU's growth strategy for the coming decade. In a changing world, the EU must become a smart, sustainable and inclusive economy. These three priorities should help the EU deliver high levels of employment, productivity and social cohesion. Concretely, the EU has set five ambitious objectives -on employment, innovation, education, social inclusion and climate/energy- to be reached by 2020.
The present proposal focuses on the scope of climate/energy, more concretely on renewable energy. According to recent studies (http://ec.europa.eu/environment/integration/research/newsalert/pdf/127na2.pdf), the annual global market for environmental products and services is projected to reach 2740 billion US dollars by 2020, leading to a rapid growth in ‘Green’ job opportunities globally. Also, the study “Advanced Renewable Strategy” states that “green jobs” have created a strong industrial structure whose expectations for employability are rather optimistic. Therefore, it is foreseen that this sector could reach around 2.5 million workers in the EU in 2020, comprising a wide range of occupations, skills and salaries, offering opportunities for a huge number of workers, from lower to higher qualification levels.
However, as the growth in green industries accelerates, ‘skills gaps’ have been identified. European countries with high potential in renewables industry are suffering from a shortage of qualified employees, and the shortage of skills and training has been considered as a leading barrier to renewable energy and energy-efficiency growth. A policy framework is needed to address the skills gap, investing in necessary training programmes. To ensure that countries make a smooth transition to a green economy, polices must also prevent the negative effects of declines in traditional industries by introducing income support, retraining opportunities and relocation assistance.
In this context, the present project is necessary as it intends to adapt a methodology for the recognition of competences acquired by low/medium qualified workers through non-formal/informal learning in the training strategies of the EU renewable energy sector. The accreditation of the skills that the workers from the energy industry own will contribute to their opportunities to become “green” workers, fostering employability and contributing to solve the abovementioned “skills gap”.
