Il permet le transfert d'un programme novateur pour l'e-Facilitateur pour parvenir à l'inclusion sociale, la promotion de la reconnaissance et le développement de la profession. Il conduira également à une sensibilisation accrue des acteurs européens et les États membres. Et tout cela en termes d'inclusion sociale à travers possibilités d'apprentissage numérique et la nécessité de professionnalisation des e-modérateurs dans la pratique.
The key ambition of the project was an innovation transfer of a curriculum for e-facilitators. An already existing, but “de-contextualized” curriculum was translated and adapted according to the needs in the three transfer receiving countries Germany, Latvia and Portugal. "Transfer" in this case meant that an already existing curriculum (focusing on teaching, networking, management competences and others) was adapted to the needs and framework conditions in the three beneficiary countries. The project team has developed training material to improve the quality of training for e-Facilitators.
Telecentres present themselves as an answer to the raising demand of “suturing the digital gap”, as they work as a promoter of digital competences especially for disadvantaged target groups and for people with special needs (e.g. migrants, elderly people, unemployed persons). The key role for a successful target approach is the qualification of the e-Facilitators (working in the TC) - which has been addressed in the "Gdansk Roadmap for Digital Inclusion". Trans e-facilitator has contributed to this challenge.
As research in 5 European countries in the VET4e-I project has shown, there is no recognised or widely accepted profile for e-Facilitators yet. This was confirmed by context analyses done by Trans e-facilitator. This situation challenges both the “quality” of e-facilitators and the attractiveness of this occupation for employees or volunteers. TCs and e-Facilitators do not only address digital skills, but merge this competence layer with other competences needed for their users’ inclusion in society, communities and labour market.
The innovative contribution of the Trans e-facilitator project to lifelong learning was twofold.
• On the one hand, it was the transfer process of the existing curriculum to different national contexts, employing a localisation process that took different national and regional situations into account. The partners from countries who participated in the project as innovation beneficiaries have successfully adapted the curriculum.
• On the other hand, the transfer has initiated a systematic recognition process in the countries involved, including stakeholder involvement for social recognition and preparatory steps for a formal recognition process in the different systemic contexts.
The project has enlarged the curriculum by modules which qualify e-Facilitators to use and implement learning opportunities with regard to key and transversal competences. This can be regarded as a significant further development of previously existing curriculum and an innovative contribution to the performance of telecentres because they can now better serve the economic and individual needs of improved transversal competences.
The project was supported by the Telecentre Europe network which serves as a common European platform for TCs.
The aims and objectives of the project were directly linked to the European priority focusing on support to initial and continuous training of VET teachers, trainers, tutors and VET institution managers. The project has contributed to the qualification of e-Facilitators as continuous VET teachers, but also as tutors and institution managers. For developing the curricula, Trans e-facilitator made use of a blended learning approach and drew upon results of a demand analysis which showed local needs and thereby enriched the localization process.
In order to achieve the mentioned aims, a curriculum for national transfers was developed (see also the “products” section in ADAM database), on the basis of the context analysis which was completed during the first months of the project. The context analyses were conducted on the basis of national reports on e-facilitators' competences, competence gaps and interests, and a stakeholder survey. Both were completed during the first year of the project (see also product section). In early 2014, the trainers were trained for their task to train new trainers in their countries. In order to implement and test the curriculum, online training courses were delivered and subsequently evaluated on usability by the trainers. In addition, preparatory work to promote the recognition of the e-facilitator profile (WP7) helped to relate the outcomes of the transfer process to national and European references national qualification frameworks, in order to assure a trans-national comparability of the outcomes and support valorisation.
The project, part of a larger project family on the professionalization of telecentres and e-facilitators as their staff, was disseminated intensively on conferences and workshops on both international and national level. The curriculum was presented at the Telecentre Europe Annual Conference in September 2014 in Zagreb where 150 networkers and multipliers from telecentre networks were invited to use it to further professionalize their staff.
Trans e-facilitator is not a solitary project but part of a larger „project family“ aimed at professionalizing telecentres in general and their teaching staff in particular. In total, four curricula have been developed which can now be used by telecentres and their respective national networks for free. The project partners of Trans e-facilitator themselves are in charge of numerous telecentres and have decided to further use the curriculum developed within Trans e-facilitator: It will now permanently become a part of their training offers and will be used by e-facilitators, learning moderators and teaching staff from Portugal, Latvia and Germany. A continuous implementation is in the partners’ very own interest. All learning materials have been developed in a way which enables other parties to use and contextualize them according to their own training needs, so the adapted versions of the curriculum will also be used by e-facilitators from countries not involved in the project. The dissemination activities of Trans e-facilitator have generated very positive feedback and reached considerable impact during the project´s lifetime (see the Dissemination and Valorisation Report in the “Products” section). In the light of the active role the three national network partners and Telecentre Europe have agreed to play in further exploiting the curriculum, an intensive and widespread use of the curriculum is very likely, even though quantitative estimations are hard to make.

The core product (see also the product section here on the ADAM database) is an adapted and tested curriculum for e-facilitators in Germany, Latvia, and Portugal. These materials, including an English version, are now available also for other telecentres in the respective countries and beyond.
All other products have contributed to the preparation of these core products.
