Marketing Text The Bruges communiqué of December 2010 states: Too many 18-24 year olds continue to leave education and training unqualified. Measures to prevent or remedy early school leaving are urgently required. And today, in Europe some 76 million 25-64 year olds have either low qualifications or no qualifications at all. Cedefop’s projections of skills needs for the next decade show that technological change will increase the demand for those with high and medium qualifications at the expense of low-qualified people. Even those occupations that used to require mostly low-level skills are increasingly requiring medium or even high-level qualifications. This means that people with low (or no) formal qualifications will find it more difficult to find a job in the future. There is also increasing evidence suggesting the polarization of employment with rising wages for highly skilled workers and falling wages for low- and unskilled workers.
Within the Vocational Education and Training target population still too many employees are without a sufficient qualification level for a strong and mondial competitive EU labour market. For example, in NL 1 out of 5 VET-students leave training without a diploma.
Europe is trying to recover from a severe crisis. Unemployment rates are high – in particular among young people. The crisis has emphasised the need to reform our economies and societies as stated in the Bruges Communiqué 2010. So, as European VET we need to find clever solutions to 'trigger' more trainees, and offer them fitting opportunities to succeed in education, training and finally the labour market.
Yes, VET is starting to adopt competence based learning. Yes, in NL this proves to be more suitable for on-the-job learning and the labour market. But: the yet existing learning methods don't prove to be suitable for all targetgroups: like students leaving or not even entering VET, or the group of workers that don't fit anymore in the authoritative school system of learning. So teachers and internship coaches should offer learning methods suited to these targetgroups too.
Meanwhile, the competence based school system has proved to offer a good environment for a more liberal and job orientated way of studying.
Therefore, we will transfer and improve the innovative didactic of IT, applying the basics from 'old' Maria Montessori method (until today mentioned for 4-16 year olds) and use it with a new target group, age 16+. The consortium will focus on (future) students in traditional VET, as:
-Each 16+ student more or less has his own life long learning experiences
-A second chance group of learners should be challenged in a (job)surrounding that triggers to gain experience and learn
-A targetgroup fearing failures and not entering VET, should be offered personal and attainable goals within the curricula.
Aims: to adapt and redesign a new learning methodology and coach role for VET , to train the trainers in blended learning (workshops/e-learning), to pilot the method in (simulated) on-the-job learning, to valorize the outcomes through strong local, regional, national and international networks, using set strategies.
General objectives: To support participants in training in the acquisition and the use of knowledge, skills
and qualifications; To facilitate the development of innovative practices in the field of VET; Support to initial and continuous training of VET teachers.
NL and ES partners will pilot in several sectors of vocational learning. IT,NL,ES will write the course. All partners will do research, AT leads exploitation, FR dissemination and PL - offers formal vocational training - leads comparison of qualifications.
The consortium foresees an impact on learning systems for VET in EU, as reports and materials will be structually valorized.
