The construction industry has one of the largest impacts on sustainability: environmentally, socially and economically. Across Europe, there is a relative reluctance to implement innovative practices in the construction industry that are in tune with the principles of sustainability. Although many construction professionals are aware of the technical issues of sustainability they are unaware of the importance of managing sustainability through the project life cycle. As such there is a need to transfer knowledge that seeks to explore the issues in a simple and clearly defined manner.
The aim of this transfer of knowledge project was to provide training in managing whole life sustainability of the built environment to allow participants to achieve a more sustainable construction industry. The project offered a) a train the trainer service to ensure sustainability of the project, and b) to train the members of a construction team including clients, designers, contractors, operators and other professionals to undertake the effective management of their projects to meet the challenges of a sustainable built environment.
Training was provided in a blended approach which included classroom teaching, distance learning and an online forum for debate and discussion. The applicant, WLC Ltd have trained around 500 people in the areas of sustainability assessment, whole life costing and productivity improvement over the last 6 years. The innovation is the whole life management of sustainability. As a spin-out company from the University of Dundee they are at the cutting edge of research & knowledge transfer and brought together a consortium of partners geographically spread across Europe and including training providers and Universities with a wide range of experience in European vocational training projects.
The project managed to deliver, over two years, country-specific training for lifelong learning in sustainability of the construction industry. The key learning points included sustainable development in construction, holistic sustainability assessment, sustainable procurement, innovation and sustainable construction standards. It produced a long-term programme of materials and suitably qualified trainers to improve the sustainability of the construction industry in the partner countries. The tangible results of the project were principally training materials for the receivers of knowledge. This included the preparation of documentation setting out the benefits of sustainable construction with the aim of creating greater awareness in society where the benefits of sustainable construction can be realised. This included the application of different sustainability assessment tools. Training was delivered in a combination of face-to-face (2-day training course and half day workshops) and distance learning.
The focus of the project was on the development of the materials to transfer knowledge to each of the importing countries. This involved the development of bespoke, adapted materials for each of the importing countries and training of trainers within each of the countries to deliver the subsequent training.
The core of the trainers were trained through a two-part session which was delivered in Croatia to all of the partners. Subsequently the partners returned to their countries and trained additional trainees. Assessment of each Trainer’s competency through self-assessment was undertaken and the promoter offered one-to-one support with the trainers to facilitate their learning.
Training material was developed for both the face-to-face and the distance learning courses. This material was translated and adapted into the languages of the importing countries.
Following the training of the trainers, an evaluation of the quality of the training was undertaken by the promoter. This was carried out on an early training session for each of the importing countries. Feedback on the effectiveness of the training was provided along with opportunities to improve.
Alongside the delivery of the train-the-trainer and the initial training of trainees, there was a considerable amount of undertaking in relation to setting the project up so that it would operate effectively and efficiently. This included:
- Regular partner meetings
- Development of dissemination, project management and quality management plans
- Carrying out dissemination activities within the partner countries
- Evaluation of the training
- Trainee and trainer self-assessment
- Branding and the development of the website
- Setting up of financial systems for monitoring and control of budgets
- Managing the withdrawal of one of the partners from the project
- Submission of progress reports, as per the contractual agreement
Further activities in connection with the project were:
- Further translation of the course material from English into the native language of each of the partner countries.
Some of the evaluation and monitoring activities continued till the end the project, namely:
- Undertaking a review of the trainers (who weren't immediately evaluated),
- Monitoring the feedback from all courses and presenting this to all of the trainers,
- Developing and contribute to a discussion forum for trainers to share best practice and lessons learned,
- Monitoring and updating as necessary the course content to ensure that it was relevant and in line with the latest state of knowledge.
Training of trainees continued until the end of the project, and the activities which were be undertaken in these work packages were:
- Organising local training sessions,
- Delivering the training courses face-to-face,
- Delivering and moderating the distance learning courses,
- Collecting feedback,
- Regular communication and dialogue with trainees.
The dissemination activities continued till the end of the project. This included managing and monitoring the Dissemination & Exploitation Strategic Plan and collecting the monthly dissemination activity outputs.
The activities of the project management function continued till the end the project:
- Administering project activities including partner meetings,
- Managing the work plan and monitoring the progress to achieve the agreed milestones and outputs,
- Financial management of the project,
- Liaising with and coordinating between the partners and work packages,
- Coordination of the final report,
- Addressing any problems that arose internally and externally.
The activities pertaining to quality management continued until the end of the project and ensured that the processes laid down in the QM Plan were implemented. A QM Report was produced at the end of the project, gathering the findings of the monitoring.
