Marketing Text Das Projekt hat vor sich zu entwickeln eine Tierarzt-Struktur für den Lebendmasse-Dampfkessel-Monteur-Sektor durch die Übertragung von Methoden von vorherigem Leonardo springt wie das Projekt SolTec vor. Gestützt auf diese vorherigen Erfahrungen wird das Projekt Fähigkeiten identifizieren, und Kompetenz muß durch Ausbildung bedeckt werden, und wird die Tierarzt-Werkzeuge entwickelt in das SolTec-Projekt anpassen, spezifisches Kompetenz-Profil des Lebendmasse-Sektors, Eu Lehrplan, und eine Europäische Lebendmasse-Qualifikationsstruktur zu erlangen. Die Vereinigung des Projektes wird durch die Extremadura Energie-Agentur - Agenex koordiniert und wird von insgesamt 6 Partnern aus 5 Ländern (Spanien, Finnland, Kroatien, die tschechische Republik und Rumänien) zusammengesetzt.
Directive 2009/28/EC of the European Parliament, aims to promote the deployment of renewable energy sources in RES-e, heating and transport, supported by trans-border grids and the international interchange of energy from renewable resources.
The biomass use for heating and cooling has reached different development levels in each EU countries, due to the differences between national frameworks and EU objectives.
For many EU states, mainly center and north Europe, reaching the target of energy from renewable source by 2020 means to exploit their total biomass sources, due to the basic renewable potential of the biomass compared to other sources such as solar or wind.
The biomass for heating and cooling in building sector, both domestic and industrial, is the area of development with more potential, but the sector development lacks of a homogeneous workers skills development.
Directive 2009/28/CE, article 14, establish that the state Members will watch over the implantation of a qualification system, before 31ts December 2012, for biomass installers, and geothermal installers.
Taking into account this situation, and forecasting the exponential rise of the biomass sector in some EU countries, the project transferred the methodology for creating a Vocational Training Structure to establish a European Biomass Boiler Installer Qualification based on previous market experiences.
The project covered the priority 3.2.1 of the Leonardo program: “Encouragement of cooperation between VET and the world of work”.
The main project objectives were:
• To develop a VET structure for the biomass sector. This allowed establishing a qualification system for the future, in accordance with the needs of the market.
• To transfer methods, developed in previous Leonardo Projects, for the identification of needed skills, participation of employers and usage of common European tools (e. g. definition of knowledge, skills, competences and description of learning outcomes) to promote transparency and recognition of competences.
• To support the implementation of the "New Skills for New Jobs" strategy by improving the competences and skills of the biomass sector as part of the new “green job” market.
• To boost the development of the European biomass sector by improving the necessary competences and skills.
• To facilitate job creation and rural development in isolated areas with an important bio-energy potential and exploitable rural resources
The project worked on the previous experiences that some partners obtained developing a European Qualification Profile in the solar sector (LEONARDO project, SolTec).
The consortium of the project was coordinated by the Extremadura Energy Agency – Agenex and was composed by a total of 6 partners from 5 countries (Spain, Finland, Croatia, Czech Republic and Romania).
The BIOMASS EUVET Consortium carried out all the activities which were scheduled in the proposal of the project.
These activities were mainly:
- CONSORTIUM MEETINGS
The partners attended five meetings: the Kick-off meeting in Badajoz (Spain), the second one in Zagreb (Croatia), the third one in Bucharest(Romania), the fourth one in Krnov (Czech Republic), and the fifth and final one in Lahti (Finland). Together with the meetings to coordinate and develop the activities of the project, in each meeting took place the meeting of the Steering Comitee to review the indicators and general planning of it.
- ANALYSIS OF NEEDS AND CERTIFICATES IN THE BIOMASS SECTOR REPORTS
Each partner carried out a researching about the national certificates in the biomass boilers installers sector and a need analysis focused on the global biomass market.
At the end, as results of these activities (results 2 and 3), reports explaining the situation in each country were delivered.
Some workshops were developed with government representatives, training institutions and companies of the sector. The results of these workshops were very valuable for the exchange of views between companies and institutions about the qualification in the biomass boilers installers sector in each country.
- INTERVIEWS WITH BIOMASS EXPERTS AND COMPANIES
From the second meeting of the project (April), the consortium interviewed companies and experts in the sector in order to obtain information to build the competence profile of the biomass boilers installers and maintainers. These interviews were sent to the work package leader to join them in a report of conclusions as a result of this activity.
- COMPETENCE PROFILE
Thanks to these interviews the partners worked in the first draft of the competence profile (result number 4) that was completed in the third consortium meeting.
- TRANSNATIONAL BIOMASS COMPANIES NETWORK
A transnational biomass companies network was developed for validating the products of the project. This network is the result number 5 of the project. The network added the in-company vision of the project and was, together with other experts, in charge of verifying the skill needs analyze and validating the Qualification Structure.
- COMMUNICATION AND DISSEMINATION PLAN
A Communication Agency elaborated the Communication and Dissemination Plan (Result number 7) to guarantee the maximum impact of dissemination. The logo and the interactive website have been developed and several communication tasks have been carried out (project dissemination in seminars, meeting with companies, project link in all partner´s websites, press notices, media impact compilations, web visits figures report...).
A web site was also developed where the information and products of the project have been uploaded.
- EVALUATION PLAN
A consultant was subcontracted and a detailed evaluation plan with objectives, indicators and timetables was designed as the result number 6 of the project. The evaluator delivered evaluation reports about the meetings, the products and the work packages.
- EUROPEAN CUALIFICATION STRUCTURE
Based on the existing certificates and the existing European Qualification Structure, a new structure was designed to establish a European Qualification for Biomass boilers installers. (Result/product number 5)
- EUROPEAN CURRICULUM
With the competence profile the consortium structured the content and developed the training units for a common European curriculum (result number 6)
- LEARNING UNITS
The core of this task was the design of the training contents of the course for service and maintenance technicians for biomass installations, based on the curriculum. The contents were developed with free technical documentation in english and uploaded to the website and an index of the contents relate the documents with the training units in the curriculum.
- VALIDATION WORKSHOPS
Each country organized a workshop with experts, trainers, professionals, manufacturers and other Biomass actors to validate the contents of the European Curricula and the European Qualification Structure.
- NATIONAL PROPOSALS OF QUALIFICATION
4 national proposals of qualification of biomass boiler installer, based on the European Qualification Structure were developed and sent to the National Qaulification Institutions in each country.
- COMMUNICATION ACTIVITIES
All along the project several communication activites were carried on: meetings press notices, brochures, newsletters, information about the project, relations with the Network, biomass seminars attendance, social networks launching, media impacts analysis, web visits figures...)
- EVALUATION ACTIVITIES
An interim evaluation and a final evaluation report was made.
