Marketing Text WBEE aims to find a solution to effective inspection and performance assessment system in education. WBEE consortium consists of sixteen partners from different sectors. The consortium has experienced partners from Turkey, the UK, Austria, Portugal, Sweden, and Greece.
Summary This project has been jointly developed in Turkey by the Inspectorate Board of the Ministry of National Education. The elements of an effective quality assurance system ought to focus on sustainable development and use systematic evaluations that allow for proper dialogue, adopt accepted standards and systems, and involve competent experts. There should be a published framework of procedures, with accepted accreditation sources and a balanced evaluation system based on objective criteria. In a quality assurance system, continual occupational improvement should be closely linked to an inspection system and an improvement plan and action plan for every school. Self-evaluation and school improvement plans are important during the preparation of an external evaluation report and action plan. The main drivers of a quality assurance system should include inspectors, who play an important role in setting standards and preparing reports, and experts who take an active role in shaping a support system for occupational development. It is widely acknowledged that inspectorate boards constantly strive to find effective and efficient inspection instruments. While there is general consensus about how to achieve transparent and accountable public management, research is still continuing into ways to establish such a governmental structure and support its constant development. While institutions continue to improve themselves, inspection activities that affect these changes, whether directly or indirectly, are similarly expected to be in a state of constant improvement. Within Turkey it is necessary to transform the current single-data source, which relies on inspectors, into a modern and dynamic inspection system, which will be supported by multiple-data sources. An e-inspection system would allow us to take precautions against the weaknesses of an institution and carry out risk-analysis or process-analysis. It would also to enter into the system in advance all documents relevant to the inspection of an institution, so that inspectors would be fully informed beforehand about the school. The aim of an e-performance system is to evaluate the performance of an institution and its staff according to a set of indicators.
WBEE aims to transfer innovative solutions in the field of education inspection from Austria to Turkey.
Project objectives:1. To increase profitability in inspection by taking guidance and quality assurance as a priority and to let the public know the results of the inspection, by the way of taking into consideration the successful education inspection practices in EU countries
2. To establish a new reliable, effective and applicable inspection system, set up education database system and to evaluate education in Turkey in terms of total quality, EU standards and objectives aimed
3. To do research in EU countries in order to compare the inspection and performance evaluation system in Turkey with the one in EU countries and to share the experience
4. To add into the system self-evaluation by the way of the evaluations of objectives and efficiency instead of the evaluation of the regulations apart from the observation and evaluation done by educational and school stakeholders with inspectors.
5. To help inspectors get the necessary knowledge for their guidance to teachers while transforming into the information society
6. To improve the technological infrastructure of the inspection and performance evaluation system in education in line with EU standards.
7. To guide for education policies and some handleable issues
8.To increase communication and coordination in inspection activities
9. To get in contact with national and international inspectorates and stakeholders of education
10.to increase the effectiveness of inspection by the way of evaluating the managers, teachers and staff in the institutions from centre to rural areas with scientific methods based on the regulations, job descriptions and job analysis
11.To develop the measurement and evaluation system; "Education and Training 2010" integrates all actions in the fields of education and training at European level, including vocational education and training (the "Copenhagen process")
WBEE consists of General Directorates of Ministry of National Education, universities, private companies. Consortium partners have well established regional, national and European networks for dissemination/exploitation and knowledge-transfer.
The target groups of the project are education specialists, inspectors, university instructors, researchers, teachers, students and wider communities.
Project impact will be on education inspection and performance within a European framework aimed at inspectors, providing innovative inspection materials and methodologies to foster inspection self-efficacy and motivation for learning about inspection systems all around Europe.
