Ces instruments doivent être adaptés à l'ISO 29990 " Services de formation dans le cadre de l’éducation et de la formation non formelles – Exigences de base pour les prestataires de services " et améliorés avec l'appui des partenaires de différents pays et leurs expériences.
With the project QUALITY GUIDELINES Transfer (QuaG) RKW Berlin and its partners offer support to those enterprises seeking international activities in vocational education and training as well as those wishing to develop an international scope.
Cross-border mobility of employees and international education projects require comparable quality rules and consistent quality procedures of vocational education and training. Education cooperation of European institutions beyond borders becomes more and more intensive. While in recent years, quality requirements for learning service providers have emerged in large numbers and diversity, the only guidelines that are available for the field of international educational cooperation are the QUALITY GUIDELINES at hand. These have been developed by the previous project.
The new QUALITY GUIDELINES have been adapted to the international standard for learning service providers ISO 29990 and have been improved according to the experiences from various European countries and associations. At the same token, the project has adapted and extended a compendium on the implementation of the QUALITY GUIDELINES.
In addition to this, twelve workshops with potential users of the QUALITY GUIDELINES in six different countries took place.
The QUALITY GUIDELINES arose for and in connection with learning service providers active in international educational cooperation. The QUALITY GUIDELINES provide regulations and supports for the international education cooperation and their improvement and correspond with that to a basic need for cross border practice standards.
Implementation assistance and methodical aids was compiled for the QUALITY GUIDELINES and published in a compendium. This compendium covers typical problems and recommendations for quality development and assurance as deduced from scientific knowledge and practical experience in international educational cooperation. It contains a range of methods and tools from management practice as well as useful aids for a systematic and target-oriented approach. A comprehensive table with further information and additions to the requirements and guidelines constitutes the core of this compendium.
The transfer of the QUALITY GUIDELINES in further countries took into account the fact, that a new standard the ISO 29990 has been adopted in 2010. It is it the only quality management system for initial and further vocational education and training with worldwide validity.
The RKW carried out a rearrangement of the previous QUALITY GUIDELINES to the structure of the ISO 29990 and with that a first working basis for the new project was created. Not only a structural change was required but a basic revision and expansion of the QUALITY GUIDELINES. It was realized with the partner's support from different European countries and associations.
After the project partners on 17 And 18 January 2012 in Berlin met for the first time to develop a common understanding of the project and to discuss the project objectives, the work packages for the respective project partners were consistently implemented. Each partner institution has dealt with the contents of the ISO standard for education and training and the previous version of the QG and the first improvement proposals generated. In addition, the project and to the resulting project was unveiled in their own networks of cooperation, strengthened by participation in various conferences and workshops in order to make the widest possible public familiar with the project. In March, the project has reached an important milestone, the project partners met in Riga, to evaluate 12 project workshops and their results. Over 100 multiplier from seven European countries have participated in the workshops. Their wide range of suggestions have been incorporated in the new, QUALITY GUIDELINES and in the Compendium.
As a result, a fourth Version of the QUALITY GUIDELINES was created as well as a compendium to its implementation. Additionally, online tools that support the application of the QUALITY GUIDELINES were developed.
Sustainability and impact:
The project and its results found not only recognition within Germany but also abroad. The most striking example of success in Germany is the development of the criteria catalogue for the German umbrella brand " edvance " on the basis of the QUALITY GUIDELINES .
International examples are:
• participation in the European QALLL network
• invitation to lecture and presentation of the QUALITY GUIDELINES on Sino- German Conference of Education ministries of both countries in Chongqing: Dialogue between vocational schools and Economy ( Chongqing). Innovative development of vocational education and sustainable economic growth.
• presentation of the QUALITY GUIDELINES to the delegation SPRING Singapore
• invitation to lecture and presentation of the QUALITY GUIDELINES on the National Qualitätskonklave " Value Creation Through Quality at Grass Roots" in New Dehli
The geographical impact and the transfer takes mainly place in the countries of origin of the project partners. Here, the following countries are represented: Germany, Bulgaria, Latvia, Poland, Romania, and Europe via EAQUALS.
In addition, through participation of project staff in the work of the ISO committee for learning services and the consideration of project experience in the ongoing standardization process, the project findings are scattered around the world indirectly. EAQUALS has participatory status with the Council of Europe and Euro Liaison status of two ISO committees: ISO / TC 232 Learning services and ISO / TC 176 Quality management. The project results were there directly taken into account by ongoing standardization projects (language learning services). In another standardization project, which takes place at the European level, requirements for electronic tools for management systems (CEN / WS 75) are defined. Here also are the results of the project incorporated.

Results of the project are:
• improved, newly structured and extended setting of the QUALITY GUIDELINES
• new version of the compendium as application guidance and implementation aids of the QUALITY GUIDELINES
• development of online tools for the QUALITY GUIDELINES
• 12 workshops for the valorisation of the QUALITY GUIDELINES and its further development
• diversified public relations for the distribution of the results
The QUALITY GUIDELINES expand the ISO 29990 to include orientations and requirements for a quality-based design of transnational education processes, including structures/potential and results (education offers/services). The QUALITY GUIDELINES are normative requirements for transnational quality management systems in education, which connect a far reaching self evaluation with the possibility of external certification.
The compendium serves to support the intent of educational organisations, which are planning to or already providing educational services and products for foreign customers, by developing a quality management system for the internationalisation process. This compendium perceives itself as an aid when using the QUALITY GUIDELINES to design the goods and services for an international market. It offers tips and explanations for the implementation of the requirements of the QUALITY GUIDELINES and furthermore makes user friendly methods and tried and tested instruments for the introduction and improvement of quality management systems in the area of education available.
The core of this compendium is an extensive table with continuing information and additions to the individual requirements of the QUALITY GUIDELINES.
