Marketing Text PRO EXEMPLARIA is a project of transfer and adaptation of training systems in Romania and Portugal in the field of architectural heritage conservation.
The architectural heritage value is recognized today internationally. Its safeguarding contributes to territories attractiveness and their development. Portugal and Romania affirm their will to preserve this heritage. Nevertheless, in the field, the practices often contradict this will. Day after day, it is the prey of not enough qualified professionals who contribute to its degradation. Its permanent maintenance is however a practice which, controlled well, can contribute to territories revalorization and environment safeguarding.
Project PRO-EXEMPLARIA proposes to work out training devices for maintenance of built heritage and to train Portuguese and Romanian trainers who will put them into practice. These devices concern above all professionals of construction companies and employees of local authorities, which are directly concerned by this topic in their daily professional activity.
These devices, short modules of training meeting the professionals needs as well as possible, will be developed on the basis of transfer of methodological and teaching tools designed by Ecole d’Avignon.
Preliminary studies on Romanian and Portuguese built heritage will be used as a support for their development. Trainers will be recruited in each country to be formed on these devices during pilot training courses.
In parallel will be undertaken a study on a process of access to a qualification “Built Heritage” for building companies thanks to the training of their employees.
In the long term, one will be able to observe an improvement of the qualifications and aptitudes of professionals intervening on built heritage in Romania and Portugal. The quality of works realized on built heritage will feel the effects of it. Territories, becoming more attractive, will draw from it the resources of their development.
Portugal and Romania are two countries anxious to preserve their national heritage. They showed it while being signatories of several European and international conventions on heritage preservation.
Despite this, the state of conservation of built heritage and practices in this area are unsatisfactory.This is mainly due to an ignorance of the specificities of this heritage, with a lack of qualifications and a shortage of specialized labour.
In Portugal, on 40.000 building firms only 770 hold a license of the subcategory “restoration of historical and artistic heritage” and their market share in this section is very weak. In Romania, only 237 companies are approved in the field of heritage conservation out of 102.000 building companies.
Without limiting to building companies, that are all the professionals which intervene on built heritage that have to be trained in Romania and in Portugal to convince of its interest and to ensure its preservation. It is thus necessary to touch jointly local authorities, professionals in charge of works design and those which are responsible for their execution.
First, it means training the trainers who will have the responsibility to transmit their knowledge to these different public.
Considering the needs for qualifications identified in Portugal and Romania, our objective is to work out, with these two countries, short training programs on the maintenance of built heritage.
Accordingly, we will transfer and adapt to their specific contexts, the methodological and teaching tools created and tested by Ecole d'Avignon.
The final recipients of these training devices will be, above all and especially, trainers who, once trained, will widely diffuse their methodology and contents in their respective countries.
The indirect recipients will be Portuguese and Romanian professionals from building companies, in particular those which are little qualified or growing old. These trainings will make them reach a process of qualification and upgrade, guaranteeing by the same their maintenance on the labour market; they will also contribute to reabsorb the shortage of qualified labour in this field.
But our recruitment will not be limited to this public since we will also target the whole of the professionals who are brought to work jointly on projects of maintenance of built heritage (local authorities decision makers and technicians, designers and project coordinators).
The trainings will also be used as a support of reflection for a study on the means of access to a qualification “Built Heritage” for the companies, thanks to the training of their employees, in Romania and Portugal. The setting up of these devices will make it possible to identify professionals ready to intervene on built heritage.

Partners will produce a set of tools for the project, its valorisation and its dissemination:
- a preliminary report on Romanian and Portuguese built heritage, support on which they will build training devices.
- a maximum of 3 training devices per country, corresponding to the sets of training topics selected for each country.
- teaching supports of the trainings topics selected for each country.
- a report on the process of access to a qualification “Built Heritage” for the Romanian and Portuguese companies.
- a website PRO-EXEMPLARIA: window on the project and its actuality, pole of teaching and human resources (list of trainers trained within the framework of the project).
