Dans de nombreux pays européens l'absence des compétences de base (analphabétisme fonctionnel) a pour conséquence un risque plus élevé de pauvreté et rend plus difficile l'intégration dans le marché du travail.
Le projet transféré un modèle cohérent - développé en le projet AlphaZ - Alphabétisation à Vocation Professionnelle - qui réunit l'éducation de base à la formation professionnelle et qui est adapté au marché du travail et à l'emploi. Il définit les compétences d'éducation de base (communication écrite, orale, les mathématiques, les médias, apprendre à apprendre) qui sont indispensables pour l'acquisition de compétences professionnelles.
For a relatively high percentage of EU citizens, insufficient literacy/numeracy skills lead to an exclusion from social and occupational participation and to a loss of employment – due to increasingly complex job requirements even in sectors with low-qualification demands. Neither general education nor vocational training systems within many countries are prepared to provide adults with the necessary literacy/numeracy skills. Isolated technical-vocational training or literacy/numeracy education without any reference to vocational requirements is dominant.
Literacy & vocation defined and implemented vocationally oriented literacy skills of adults, which have been investigated using current job-market requirements in a total of 10 occupational fields in branches with positive employment prospects for low qualified persons in the future. The following countries were involved in the project activities: Austria, Bulgaria, Denmark, Spain and the United Kingdom.
Based on the results and experiences made in the German project ALPHAZ (vocationally orientated literacy education – www-alpha-z.de) the Leonardo da Vinci project Literacy and Vocation developed in a FIRST STEP manuals for information and senzitation activities for the following target groups on national and European level:
policy makers, political stakeholders, social partners
representatives of regional administration
stakeholders vocational training and adult education (national and European organisations)
vocational training providers, continuing education planners
vocational training professionals (teachers, trainers),
vocational counselling professionals, job guides.
All manuals and guides (language versions see section PRODUCTS) are published on the project website www.literacy-and-vocation.eu.
The manuals and guides have been disseminated via national/regional organized workshops and expert meetings as well as via the two European Associations EAEA (Adult education organizations) and EVBB (Vocational training institutes).
The aim of these activities was to inform and senzitise the above mentioned target group and sectors about the European dimension of insufficient literacy competences of adults, in order to provide an impetus for the implementation of literacy education in vocational and further training programmes.
In a SECOND STEP there have been developed and published exemplary JOB PROFILES (from Austria, Bulgaria, Germany, Denmark, Spain and UK) that describe working tasks in HELPER/ASSISTANT PROFESSIONS and the literacy competences needed for the execution of the working tasks. These under the perspective of national labour market demands defined profiles were matched to a European documentation of literacy demands FOR CRAFTS AND SERVICE PROFESSIONS showing that the standards from different vocational fields all over Europe often require quite similar underpinning literacy and numeracy skills.
As another result, an European Core Curriculum (EUROPEAN WORKPLACE LITERACY PROFIL) was developed – defining 3 competence levels, which supplements existing classification systems of school and vocational education and interacts with existing frameworks of adult and literacy education..
National Core Curricula “translated” the European Core Curriculum into national literacy profiles (reflecting the national demands). These allow institutions, planners and providers of school-, vocational-, adult education and vocational guidance to develop refined literacy education methods in vocational training and employment programmes as well as to produce teaching and learning materials.
The E-Tool “E-TRAIN - Train& Assess” in the language versions BG, DE, DK, ES, EN is available online as an instrument for training and testing competences in literacy and numeracy as well as media skills. The tasks have been developed based on the description of literacy needs in the EUROPEAN WORKPLACE LITERACY PROFIL (European Core Curriculum).
The project consortium presented geographic and institutional diversity: private vocational training (DE, BG), public institutions in adult education (DK, UK), a union lead vocational training enterprise (AT) and an official education body (ES), as well as two European associations representing vocational training and adult education.
After project completion the results and products of Literacy and Vocation will be integrated in the partner countries in existing structures and programs (basic education for adults): ESF and nationally/regionally funded basic education programs in Germany, Austria, Bulgaria, Denmark and United Kingdom as well as in the vocational training programs for disadvantaged young people in Spain (16 training centers of Navarra region).
At the other hand results and products of Literacy and Vocation will be further developed in follow up projects: to a sectoral model of competence development of low-skilled workers in companies (Germany), to a management model of "Basic competences development in enterprises" (Austria, Germany, France), to a model course, Financial Literacy '(Austria), to a vocational training program for disadvantaged young adults with reading and writing difficulties (Austria and Malta) and to support the establishment of a Regional Basic Education Counseling Unit (Germany, Berlin).

The EUROPEAN WORKPLACE LITERACY PROFILE as well as the NATIONAL WORKPLACE LITERACY PROFILES describe the requirements of literacy competences in the working place and for vocational (further) training (vocational training often requires a higher level of literacy competences than needed on the job). These competences are needed for an entrance into
the process of lifelong learning within vocational contexts.
