Almost no other professional field is so much affected by the looming shortage of skilled workers as the field of health and social care. Due to demographic change and the ageing society it is getting more and more complicated to find qualified staff, especially in the western European countries.
The project had the aim to help in filling in the gap between the provided and the needed qualified staff in the field of health and social care by providing basic instruments to assure mobility of skilled labour.
It was implemented by the application of ECVET instruments and principles with the aim of increasing transparency and permeability. Qualifications were described and compared using nine examples from the field of health and social care from Germany, Belgium and Italy. The methods for description and comparison, which have been developed in this process, were transferred to multiplicators in several seminars. The sustainability of the project results and the permeability of the educational systems have been assured by signing Memoranda of Understanding.
The importance of the social and health care sector will increase due to demographic developments. At the same time, the lack of qualified workers in this sector will increase in many western European countries. Germany, as an example, already had a lack of 39.0000 workers in 2005, while forecasts assume that 193.000 qualified workers will be missing in the field of health and social care in 2025. (destatis: press release 06.12.2010). Italy and Belgium face the same situation. This is why the sector of health and social care will play a crucial role in the labour market of the future.
However, the European systems for achieving vocational qualifications in this field differ significantly. The quality of vocational training concerning transparency and permeability must be improved. Common standards of assessment, description of learning outcomes and personal transcripts would improve professional permeability and mobility within the sector of health and social care.
Therefore it was an aim of the project to promote professional permeability and mobility in this sector by supporting the implementation of ECVET instruments and principles. Transparency as well as the recognition of learning outcomes and qualifications, including non-formal and informal learning, were promoted.
The main aims of the project were:
- the description of units of learning outcomes including ECVET credits for the following professions: Staatlich geprüfter Sozialassistent (DE, Social Assistant), Altenpfleger (DE, geriatric nurse), Aide-soignante (BE, Healthcare Assistant), Aide-familiale (BE, family helper), Aide-ménagère (BE, House keeper), Assistente Familiare (IT, Family helper), Ausilario Socio Assistenziale (IT, Health Care Assistent), Operatore Socio Sanitario (IT, Health Social Operator) und Collaboratore Domestico – Colf (IT, House keeper)
- Methodology for the description of activity-oriented and competence-based learning outcomes in the form of units according to the recommendations of ECVET and the EQF
- Methodology for the allocation of ECVET credits for units of learning outcomes and qualifications
- Common Assessment standards on a competence-oriented basis
- Methodology for the definition of common standards for the assessment of learning outcomes of formal, informal and non-formal learning
- Model for a personalised transcript of assessed learning outcomes according to the EUROPASS transparency instruments
- Comparison of learning outcomes on the basis of the examined professions for national permeability
- Methodology for the comparison of learning outcomes which allows mobility and permeability
- Development, transfer and implementation of extra qualifications for central professional competences on the basis of modules of other professions

Project Management and Quality Assurance (Work Packages 1 and 2)
The project coordinator was responsible for the overall management of the project, including financial issues and reporting activities. In terms of quality assurance the project coordinator was supported by an external evaluator, who also offered professional support concerning ECVET instruments and principles to the other project partners.
Sharing of former project results and adaptation to national contexts (Work Packages 3-6)
The initial steps included the development of a common knowledge base and understanding of ECVET instruments and principles. The main results of the former projects (especially the developed methodologies and tools), which are the basis for the project work, have been shared and the experiences gained in that field have been reflected (Work Package 3).
As a second step, each country transferred the shared results to their national context. This included the description and comparison of learning outcomes of all in all nine professions in the field of health and social care from Germany, Belgium and Italy (Work Packages 4, 5 and 6).
Adaptation to transnational context and testing (Work Packages 7 and 8)
The 2nd project year focused on the transfer of the experiences and results of the national adaptations to a transnational context. The used methodologies were summarized and common standards and agreements were made (Work Package 7).
All the main results of the project were tested and validated in Work Package 8. This step was necessary in order to assure the conformity with ECVET instruments and principles as well as with the national educational systems. Included in this work package was also the validation by national VET stakeholders and companies in the field of health and social care.
Dissemination Activities (Work Package 9)
The results of the project were disseminated during and especially at the end of the project. Each partner was responsible in his own country. AFBB coordinated the transfer of the overall project results. For the dissemination there have been a website, a final report and a final conference as well as publications, press releases and public relations. The partners addressed their existing networks, the partnership project "HANDLE ECVET", other projects with similar objectives, the national stakeholders and especially teachers and trainers of other VET institutions.
The aim was to provide support for the implementation of ECVET within the sector of health and social care to promote national permeability and transnational mobility. The results shall be transferable towards other VET programmes in this field and maybe towards other sectors as well.

- Final Project Report including the description of units of learning outcomes including ECVET credits for the investigated professions, common assessment standards, comparison of learning outcomes, defined criteria for memoranda of understanding to shape future operational partnerships between the included partners and other topics. The single chapters of the final report were published as Intermediate results during the project period.
