Europemobility Network (EUN) est un Corsortium ouvert d’organisations d’enseignement professionnel, ainsi que d'enseignement supérieur, soit informel et non formel, engagées à coopérer pour améliorer la qualité et la quantité des stages et d'apprentissage en mobilité dans l'Europe.
EUN est actif dans les domaines suivants:
- Mécanismes de soutien: identifier des modèles, outils et cadres de soutien des coordinateurs de la mobilité, les responsables de la conception et de la réalisation de plans d'apprentissage et de stages à l'étranger
- Mobilité de connaissances: diffusion des outils, des ressources, des méthodologies, des normes de qualité, des procédures pour planifier et mettre en œuvre de stages à l'étranger
- Campagnes de sensibilisation: promotion des activités à forte visibilité et diffusion pour les bénéficiaires finaux, montrant les avantages de la mobilité pour les jeunes et les étudiants, ainsi que pour les organisations hôtes et les entreprises
Since their introduction in 1987, European mobility programmes supporting work placements abroad have registered a constant but modest increase in the number of beneficiaries.
Still a low percentage of youngsters in Europe go abroad as part of their educational path.
The boost of allocated budget from the EC within the LLL Programme as well as from some member countries via ESF or national dedicated funding, is amplifying the volume of exchanges but a multiplier effects is required if we are to achieve the objective of making learning mobility a reality for all.
Europemobility Network aims at establishing a strategic framework, the conditions and a work plan, allowing key players of learning mobility in Europe, belonging from different sectoral fields and different domains of education and bringing into the project the state of the art, the know how, tools and experiences, to cooperate and create synergies focused on raising quality and quantity of work placements abroad and then transfer these models to a wide audience across Europe.
The focus of Europemobility Network is on improving strategies and actions on learning mobility and work placements abroad which we believe requires the cross-cooperation of different stakeholders coming from various domains who are well represented in this partnership:
- VET: providers/decision makers and trends analysts
- Academic and Higher education: managers, board members and directors
- Non formal and informal education: top players and experts/researchers
- Business: top players and finance strategist
- Other stakeholders operating in funding streams, private and public, such as transnational measures under European Social Fund etc.
The objective of this Network is to enable partners, occasional and permanent participants to actively cooperate on promoting crucial and strategic awareness on the obstacles to mobility as well as on the tools, methodologies and solutions.

Following the three major researches financed by the EC (2005-2007) and based, among them, on the MoVe-iT study, focusing on the obstacles of mobility in IVET, CSCS has promoted, in partnership with PwC, the Europemobility initiative with a Leonardo da Vinci TOI support, which has accomplished very high visibility and successful awareness raising campaigns, including the wider European 'Mobility Video Contest' and has established the first live community of European mobility coordinators responsible for more than 2500 learning mobilities and work placements abroad per year, grouping 90 institutions from 14 countries.
The rational behind the composition of the partnership and the activities of the project is based on the following considerations:
- We need to raise the quality and the quantity of learning mobility initiatives if we are to achieve the objectives and the EU2020 strategy
- In order to do so, we need to foster cooperation and synergies among different stakeholders responsible for and active in learning mobility
- We need to identify experiences, ideas, strategies and best practices which has proven to be successful and establish support mechanism to circulate and share them within and outside their respective operational contexts
- We need to secure bridging and cooperation with those institutions, sending and hosting organizations, local and regional authorities, who are in the front line and who are responsible for conceiving and implementing transnational learning mobility, in order to guarantee the adoption of quality standards and procedures, positive strategies and best practices and thus ensuring the foreseen impact
Furthermore, Europemobility Network aims at contributing to the following elements of the Bruges Communique Action Plan under the perspective of the learning mobility and work placements abroad:
- Review the use of incentives, rights and obligations to encourage more people to take up training
- Implement the 2009 recommendation on quality assurance in vocational training
- Encourage the development of vocational schools, with the support of local and regional authorities
- Introduce internationalisation strategies to boost international mobility
- Increase cooperation with business to ensure training is relevant, for instance by giving teachers the possibility of practical training in companies
- Launch communication strategies to highlight the benefits of vocational training

To be established as working groups responsible for different areas and domains focused by the project. Partners are responsible for different commissions / working groups which are open to members of partner’s organizations as well as to other interested parties outside the Consortia.
Thematic commission will define a work plan focused on establishing a calendar of workshops aimed at involving a wide number of stakeholders and establishing cooperation and synergies for identifying and disseminating positive strategies and measures under a given area / challenges.
Thematic Commissions will start by defining the number and the focus of each working group which could include the following:
- Benchmarking on learning mobility and work placements abroad
- Technologies supporting learning mobility
- Matching education and learning mobility with business needs
- Quality Labels for Students and for Host Organizations
- Quality standards and procedures for managing learning mobility
- Economic models and funding streams for learning mobility
- International Community of Mobility Coordinators
- Awareness raising campaigns on mobility
- Observatory on the impact of Learning mobility
The International Conferences will attract relevant stakeholder from local, regional, national and European level among:
- Mobility coordinators responsible for learning mobility and work placements abroad within VET, higher education and non formal and informal education
- Businesses and businesses representatives- Sending and hosting organizations
- Local and regional authorities responsible for education
- Decision makers
- Public and private funding agencies dealing with education
- Competence centres and accreditation authorities
The three International Conferences will be organized in different countries, once a year, in order to maximise the impact of the project across Europe.
INTERNATIONAL COMMUNITY OF MOBILITY COORDINATORS
Partners representing the educational providers, from VET, non formal and informal education as well as those in higher education responsible for organizing work placements abroad are committed to improve and expand the existing Europemobility International Community of Mobility Coordinators, by additional members within and outside the Consortium.
Partners will identify and define technological tools and functionalities allowing greater cooperation and interaction among members, supporting establishment of partnerships and planning of learning mobility schemes and work placements abroad.
In terms of volume, the current 2500 mobility initiatives undertaken with the Europemobility International Community of Practice, spread among 14 countries an 90 organizations, will reach 10.000 by 2012 and 15.000 by 2013.The Community will serve as main channel of implementation of the Europemobility Network outcomes ensuring wide adoption of quality standards and deliverables across Europe.
EUROPEAN VIDEO CONTEST ON LEARNING MOBILITY
Building upon the achievements of Europemobility Video Contest, www.europemobility.org, which in 2010 have reached over 13.000 online visitors from more than 80 countries, partners will improve this high visibility action, defining the conditions and implementing the promotional activities to maximise its impact among youngsters and students undertaking work placements abroad.
The approach of the Video Contest will be open enabling youngsters and students undertaking work placements abroad to take active part in the contest regardless their educational dimensions (VET, academic, non formal and informal education) and their funding stream (EU initiatives, ESF, local regional or national programmes).
It is envisaged to pursue a double voting system: an International Jury composed by the partnership Steering Committee and an online voting system which have proven particularly successful due to the viral marketing originating from the partnership as well as from the candidates taking part in the contest.
The web site www.europemobility.org allows already online posting of videos, automatic web streaming via Youtube services and sophisticated online voting by the Jury and web surfers.
The Thematic Commission will revise the “Terms and Conditions”, the required duration and characteristics of the videos, as well as defining different categories of target users to be focused by the Jury, differentiating, for example VET students work placements abroad, study abroad initiatives, academic mobility.
BENCHMARKING ON LEARNING MOBILITY AND WORK PLACEMENTS ABROAD
Based on existing experiences within Erasmus programme, as well as from other formal and non formal education contexts, partners will define the most suitable approach for benchmarking of transnational learning mobility and work placements abroad ("best practice benchmarking" or "process benchmarking") and make available on the project web site online tools to enable acquisition and comparison of data.
Partners to identify and define a benchmarking exercise, to measure performance of learning mobility using a specific set of indicators, such as, for example, costs per unit of mobility exchange, mobility cycle time, percentage of mobility students against overall population, percentage of studies / work placements abroad against overall curricula, impact and failures of mobility.
QUALITY LABELS FOR MOBILITY STUDENTS AND HOST COMPANIES
Based on existing experiences such as, among others, Q-Planet, Quality Placements Network www.q-planet.org, partners will define conditions and procedures to award Quality Labels for Mobility Students and for Host Companies.
The overarching aims of such a tool is to contribute to raising visibility and attractiveness of learning mobility.
The Quality Label framework to be developed and disseminated by Europemobility Network will focus on the learning processes and on the conditions, from the perspective of the students as well as of the companies, to ensure attainment of the educational objectives of the work placements abroad, rather than on summative indicators as the current existing measures are focused on.
The focus will be on identifying the key skills as well as the attainment levels, which can best be gained abroad, i.e. a learning environment which gets trainees out of their "comfort zones at home" (e.g. linguistic, intercultural, entrepreneurial, career-planning key skills); study and exchange of good practices how those key skills can be measured (e.g. by self assessment, peer assessment) and how the training of those key skills can be organised (e.g. by accompanying (online) trainings).
STUDY ON THE IMPACT OF LEARNING MOBILITY
Based on the guidelines and framework of the publication by WSF 2007 on the "Impact of mobility" under Leonardo measures, partners will implement a research via online questionnaires, to measure the impact of learning mobility on students, with particular reference to the following dimensions:
ECONOMIC MODELS TO SUPPORT LEARNING MOBILITY
The focus of the outcome will be on identifying the characteristics, frameworks, conditions and strategies which best maximise the impact of ESF measures and complement them with existing European initiatives.
The Commission will cooperate with private banking system to identify, in Europe as well as in other geographical areas, such as primarily America and Asia, financial services and bank products to support learning mobility and cope with cash flow problems.
A feasibility study on such financial services and products will be produced by the partner CBE GEIE.Furthermore, this deliverable will include a section on funding schemes for mobility outside the EU programmes, exploiting the existing information contained in the Europemobility Guidebook “Work Placements Abroad” as well as the information made available by the research financed by DG EAC under Call for tender EAC/27/2010.
The focus of this deliverable will be on strategies and measures to establish synergies and cooperation among different stakeholders and funding streams, overcoming the economic challenges of learning mobility and fighting the so called “mobility devide”.
COOPERATION MODELS BETWEEN VET AND BUSINESS WORLD
In coherence with the flagship initiative “Agenda for new skills and jobs”, relevant stakeholders from the business world as well as representatives of the Competence Centres developed in The Netherlands will cooperate with VET providers to define strategies, procedures and conditions to maximise the educational impact of learning mobility and work placements abroad.
The analysis on cooperation models will focus also how increased cooperation with business world could support synergies between mobility of higher education (HE) and vocational education.
Different potential scenario will be identified and studies including, for example:
- an HE student undertaking an internship/stage in his/her own country who could be matched with an international VET student to work together on a project assigned by the host company; thus helping the VET student to integrate in a new environment and supporting the HE student to internationalise at home
- another scenario could foresee to match a VET apprentice within his company in home country with an international HE student; here the VET student would experience to be the local expert, while the international HE student would have a contact person of a similar age, who has less theoretic but more practical skills and can be asked questions a student might not want to ask a busy colleague or supervisor)
The scenarios above show the challenges this Thematic Commission will face in terms of identifying would be the most effective formats of such practical trainings/internship projects as well as the conditions and requirements from the host companies.
