La mise en application de l’approche basée sur la reconnaissance transnationale des résultats de l’apprentissage, constitue un besoin important dans le secteur de la santé. En raison de l’évolution démographique, des efforts à déployer assurant la transition dans ces professions sont nécessaires. Cela englobe la mise en pratique de l’approche basée sur les résultats de l’apprentissage à travers les différents programmes de la formation professionnelle, et ce sans compromettre le niveau atteint des compétences.
Cela a conduit à la question de l’identification des résultats de l’apprentissage qui répondraient au mieux à ces normes de compétences. Cette démarche nécessite l’adoption d’une méthodologie qui rend les résultats de l’apprentissage dans les différents contextes comparables sur la base d’un cadre de référence commun. A cet effet, un outil quantitatif tel que «l’Indicateur du Niveau Modulaire» serait approprié à la prise en compte de ce besoin.
The overall objective of the project was the transnational transfer, implementation and testing of a procedure for the description and comparative level assessment of units of learning outcomes in health care and nursing. The procedure in question, the Module Level Indicator (MLI), is designed in a way that makes it possible to apply the tool in different VET systems and to achieve comparable results. The implementation covered five European countries representing different VET traditions, namely Estonia, Finland, France, Germany and Ireland.
The transfer and implementation activities were carried out by a consortium composed of research institutions in each of the partner countries as well as training institutions that took part as associated partners or on a subcontracting basis. All core partners are experienced in the implementation of multilateral projects at the European level and have expertise in the area of vocational education and training research, including the specific issue of accreditation of (vocational) learning outcomes. The partners also have good contacts to other stakeholders in the sector (including public authorities responsible for the recognition of qualifications) that can support the dissemination of results.
The major outcomes of the project are the CrediCare information resources, which are available as hardcopy and online versions:
(1) The CrediCare MLI User Guide is a documentation of the procedure for future users.
(2) The Level Assessment Report contains descriptions of qualifications in terms of units of learning outcomes to support the recognition and accreditation of these units (e.g. by employers or for further learning opportunities).
(3) The CrediCare Accreditation Manual is a comparative level assessment of qualifications and units on the basis of bilateral equivalence checks, which can be used as an inventory or knowledge resource for the transnational recognition of qualifications.
The results are disseminated by stakeholder workshops, a website and various publications. The project is expected to have an impact especially in the sense that the transparency and comparability of learning outcomes in the health care sector is improved.
The core transfer activities of the project were based on the methodology of the equivalence check with the help of the Module Level Indicator (MLI). The MLI procedure was implemented by the core partners in cooperation with traning institutions from the health care and nursing sector. In the first phase qualifications and training programmes were reviewed by means of the tool in each partner country. In the second phase the detailed reviews and documentations were used for bilateral comparisons between learning outcomes from different countries. The principal results are a documentation of the procedure for future users, descriptions of qualifications in terms of learning outcomes, and a comparative level assessment on the basis of the bilateral equivalence checks.
The primary work steps of the transfer and implementation activities (work packages 2, 3 and 4) were the following:
Work package 2 (October 2011 to May 2012):
1. Desciption of the overall situation and conditions concerning training in the sector by the national core partners
2. Translation and modification of the MLI
Work package 3 (January to December 2012):
3. Briefing of partners and expert evaluators in the methodology of the equivalence check by the University of Oldenburg
4. Selection of comparable qualifications in health care or geriatric care by the national core partners
5. Learning outcome oriented description of curricula, syllabuses etc. concerning these qualifications by the national core partners
6. MLI-based review and level assessment of the learning outcomes by expert evaluators with the support of the University of Oldenburg
Work package 4 (May 2012 to June 2013):
7. Bilateral implementation of the equivalence check on the basis of the results of work package 3 by means of the MLI.
The work programme also included work packages that concerned the project management, the supply of information resources on the basis of the transfer activities, other dissemination and exploitation activities (including stakeholder workshops) and quality assurance.

The main products are the CrediCare information resources, all of which are concerned with the implementation of the equivalence check on the basis of the Module Level Indicator (MLI) in a transnational context. These are the MLI User Guide, the Level Assessment Report, and the Accreditation Manual. The MLI User Guide is a documentation of the MLI and a practical guide for further users. The Level Assessment Report is a research publication that documents the results of the review of selected qualifications in the health care and nursing sector. Finally, the Accreditation Manual documents the results of the bilateral equivalence checks.
Apart from these main results, the CrediCare project has generated products for general information. These include leaflets in English and German as well as a project website. Further products are conference presentations by the national core partners, and dissemination workshops with sectoral stakeholders.
