Marketing Text In einem alternden Europa und mit fortschreitender Digitalisierung nutzen möchten, benötigen Familien ein neues Berufsbild, den sie vertrauen kann und wer kann es ihnen in den Einsatz neuer Systeme für die Sorge für die Person zu unterstützen: die Professional Care Services Provider (CSP). Diese Arbeiter haben Schwierigkeiten bei der Integration in den Arbeitsmarkt und die Gesellschaft. UPCARING zielt auf die Entwicklung eines innovativen Systems, das die Zertifizierung der Kompetenzen integriert durch Aufbau eines europäischen Rahmens für Schlüsselkompetenzen für die CSP, indem sie ein innovatives Vorkenntnissen Validierung und Identifizierung eines Learning-Programm auf den Prinzipien der Flexibilität, E-Learning-Basis und eines Blended Ansatz. Es wird auch spezifische Instrumente entwickeln, um die Umsetzung dieser Ergebnisse in verschiedenen EU-Ländern (nachdem er in Italien, Spanien, Litauen und Großbritannien validiert) und schlagen auch einige politische Empfehlungen.
The UPCARING Project was promoted by a Consortium made up of seven partners from five countries (Italy, Spain, Lithuania, the Netherlands and the United Kingdom). UPCARING was designed in order to improve the professionalism of home care workers and enhance their chances of employment.
To do so, an e-learning system based on four macro-areas of competence - drawn from collation of national and regional curricula of European countries and regions, a system for recognition and validation of prior formal, informal, and non-formal learning attainments and building the home care worker’s UPCARING portfolio, and a home care work demand/supply matching system were embedded in a web-based multi-environment platform. Whereas both the VPL tools and the e-learning system are available for free access and individual learning by home care workers, the demand/supply matching system is operator-assisted and acts as a connection between home care workers and their market (families with older relatives needing care).
Achieving the development of the learners’ knowledge and skills in home care work through e-learning, enhancing their professionalism through validation of their prior learning, and supporting their employability through a demand/supply matching service were the main objectives of the UPCARING project, integrating three different services for learning, professionalization and access to employment into one platform being its strong point from the point of view of innovation, and the three primary environments of the platform and the possibility of either “à la carte” or integrated usage being its main features.
In an increasingly ageing Europe, where the impact of invalidating illnesses, some of which are being currently debated across Europe as a priority, i.e. Dementia and Alzheimer’s disease, increases and, as a consequence, the need for family care
assistance grows, the labour market demands competent, qualified home care workers. The UPCARING platform offers an innovative all-round learning-validation-matching system allowing quick access to learning, skill validation/certification or selfassessment, and employment opportunities.
The UPCARING project was designed to meet the needs of and offer significant benefits to both home care workers and intermediary professionals in welfare and home care services.
Firstly, an in-depth research was made on the EU models of validation/certification of competences, e-learning and demand/supply matching in order to gain the necessary knowledge to develop a proposal for a European framework of competence for Home Care Workers based on the collation of existing models.
The review showed a common core of four macro- competence areas common to all the curricula and qualification standards analysed. These are:
i) Relationship and Communication (establishing a positive relationship with the person being cared for);
ii) Cleanliness and personal care (hygiene and safety of the person being cared for and of his/her environment);
iii) Caregiving (operational care-giving activities and techniques)
iv) Care planning (making plans for day-to-day management of the health of the person being cared for).
The four macro-areas are those which define the professional Home Care Worker.
A fifth macro-area – ICT - is a transversal one which concerns the home care worker’s digital competences and ability to use electronic devices relevant to care work or care planning.
In addition to the core competences described above, a set of side competences was identified which could provide added value to the professional profile of the Home Care Worker.
The 4 core competences for the Home Care Worker served as a reference point for the construction of the e-learning platform content structure: each learning resource uploaded in the platform refers to one or more of the 4 macro-areas above.
The UPCARING platform integrates three environments:
i. a system for self-assessment and validation of prior learning (selfassessment tools and a portfolio template);
ii. an e-learning system based on the content structure outlined in the European competence framework for the professional Home Care Worker.
iii. a system for demand/supply matching of home care services to facilitate both home care workers’ access to the labour market and response to the care recipients’ needs.
After the UPCARING platform was published a pilot action was carried out in Italy, Lithuania and the United Kingdom. The action reached a total number of 112 Home Care Workers and 49 Intermediate Professionals. An additional number of 60 Home Care Workers were indirectly reached by the pilot action through a cascade model of informing and engaging Home Care Worker Managers as part of the interprofessional focus of the pilot thus giving a capability for continuance of the projects’ life post project.

The core products of the UPCARING project are the following:
