Good quality VET is extremely important to the European economy. A new European Quality Assurance Reference Framework for VET (EQARF) has been developed and it includes a set of indicators which Member States can use to assess the quality of their VET provision. The use of the framework is voluntary and little work has been done at a grass roots level on how this framework can be implemented by training providers to help them improve the quality of that they do.
We want to make our training more effective, in particular we want to ensure that learning outcomes gained in the “classroom” are useful in the workplace. Our partnership is interested in how EQARF Indicator 6 (Utilisation of acquired skills at the workplace) can be harnessed to improve the performance of training providers and trainers especially in blended learning.
Our diverse partnership will consult with stakeholders, carry out research to design, develop, pilot and evaluate a self assessment quality assurance process which helps training providers and trainers assess their own performance against this standard for Indicator 6. We will use an iterative development process, across a representative sample of learners and sectors, to ensure that our final product is robust and applicable to VET providers across the EU.
We will identify and share best practice within our stakeholder network via our multilingual on line learning community. We will develop tools and techniques to be used by learners, employers and trainers which will aid the achievement of the standard. We will utilise a range of methods in order to disseminate results and reach different target audiences including website, blogs, newsletter, briefing and policy papers, case studies, blended learning materials and face to face seminars.
Providers & trainers will be able to use this system to benchmark their performance against other EU providers, continuously improve their work as well as log and measure the improvements they make.
Description OWLS is a three years Development of Innovation project that will develop a new approach to quality assurance of VET focussing specifically on the utilisation of acquired skills in the workplace (EQARF Indicator No 6). This will be done in cooperation with a range of stakeholders from different sectors, academic levels, types of institution, and age groups, to develop a prototype QA system for piloting. We will be working with trainers, learners, employers and others to identify the key criteria for effective and efficient VET which directly influences how well learners apply their learning outcomes in the workplace and use this to improve our own VET. We will focus on how learners PERFORM in the workplace, use objective methods to evidence this and then use our QA process to make improvements to the quality of our VET provision. By focussing on SKILLS and BEHAVIOURS we will help overcome discrimination against different individuals based on any form of categorisation. After our iterative piloting process we will have a rigorous system, associated tools and training materials to disseminate to training providers/trainers.
