Marketing Text The idea of NAVIGUIDE is to transfer & expand an existing Austrian “guidance methods” database, a product officially owned by the Austrian Public Employment Agency AMS (www.forschungsnetzwerk.at) into the European guidance system. The database developed between 2008–2010 consists more than 400 teaching units (“methods”) for guidance in group settings. NAVIGUIDE shall establish this guidance methods' database as a common knowledge base for European career counsellors as various studies have shown that the quality of career counselling across Europe is affected by heterogeneous training (teachers, social workers, psychologists..).
Summary The building of an effective, efficient & inclusive European guidance area is a strong political goal of European education politics. The project NAVIGUIDE wants to fulfill this goal by successfully working on an innovative client-oriented tool that is easy to handle for guidance counsellors & transparent all over Europe. As shown in various studies the quality of career counselling across Europe is affected by heterogeneous training (teachers, social workers, psychologists..), therefore most counsellors start when beginning the work in the field of guidance counselling on different qualification levels. A common understanding (and standard) of knowledge, skills & competencies for guidance counsellors is hardly identifiable though many projects (MEVOC, ECGC, GuideMe!) esp. in the Leonardo programme tried to focus on that. NAVIGUIDE wants to bring in a new approach by addressing directly the work with the client. The idea is to transfer & expand an existing Austrian “guidance methods” database, a product officially owned by the AMS (www.forschungsnetzwerk.at, click on"Schnelleinstieg Methodendatenbank") into the European guidance system. The database developed between 2008–2010 consists of 372 teaching units (“methods”) for guidance in group settings. Based on a quantitative online survey (600 career counsellors in 6 partner countries) carried out in their national languages, the partnership will find out what kind of methods & teaching units will best fit the counselling practice (and further training needs) according to certain criteria. The goal is that the project partnership (FR,HR,IE,PL,TR) will select 100 methods that are applicable all over Europe & provide these 100 methods in the online NAVIGUIDE methods database. By that 2 basic goals are fulfilled. First by entering in this database a guidance counsellor all over Europe can start to work immediately with the client. And secondly via this tool an implicit European standard is defined – not only in the qualifications profile of the counsellor but especially in the daily work with the client. In addition the database will be expanded & transferred to European needs: interactive parts, rating/commenting functions where guidance counsellors can exchange their views, adding new methods from other countries. The main goal of the project is to transfer the guidance methods database to career counsellors who will use the teaching units in their everyday practice. To ensure this, six 1day train-the-trainer/teacher workshops will take place in different regions of Europe (36 workshops all together). In total, the project NAVIGUIDE will reach 720 guidance practitioners & stakeholders. The project will put reasonable resources in the dissemination & valorisation of the product (see dissemination plan). In order to find out if the target groups adopted the methods, an ex-post evaluation will be carried out in the partner countries' languages that shall show if the teaching units are used.
The overall objective of the project NAVIGUIDE is to increase the quality and effectiveness of vocational counseling&therewith to support the employability of target groups at risk. This includes young people choosing their future vocations or entering the labor market for the first time,women reentering the labor market,migrants in the need of assessment of prior developed skills or experienced workers in vocational reorientation.
To reach this overall objective the project addresses the vocational counsellors as the main target group & beneficiary. Of all factors influencing the quality of vocational counseling the project addresses the competences in the field of direct work with the clients, training contents, thus the application of training units & methods. The objective of the project is to ensure the access to an all-encompassing database of training units/methods, which allows the counselors to apply the method most fitting to the respective objective in the counseling process & to the needs of their clients. By transferring the methods database to career counsellors who will use the teaching units in their everyday practice, the project aims at creating a common knowledge base.
By using the database the counsellors have the possibilities to increase their knowledge on training tools and methods without having to rely on formal further education in the field which rarely is provided in many countries. NAVIGUIDE will therefore assist the guidance counselors in their life long learning & non formal learning plans by overcoming their deficits in knowledge, skills&competences.
The project supports the development of innovative ICT-based content as mentioned under the programme operational objectives for LLL. The trainers can use the web-based database from every workstation & 24/7 based on the principles of self-regulated learning. The up-to-date social media applications upgrade the database to an interactive platform that enables the counselors to exchange their experiences & makes it possible to create their own training units in the database. With this feature NAVIGUIDE aims at additionally increasing the learning experience & on the same hand at bridging the isolation of individual counselors & fostering their networks by providing a virtual meeting place. The development of competences in virtual communication & keeping career counselors up-to-date in recent ICT developments is an additional side objective of the project.
Open and distance learning
NAVIGUIDE is based on a BLENDED LEARNING CONCEPT with high interaction with the target users.
Phase1: Each participant gets access to the database and can browse and view all materials 24/7. They can rate and comment all methods.
Phase2: Train-the-trainer/teacher workshops will take place in each partner country. In each workshop, a selection of teaching units will be tested depending on the specific training needs of the career counsellors. Other possible teaching units will be presented directly in the database and shown to the participants. During the workshop they will have the opportunity to get an overview of the materials provided.
Phase3: After the workshop the career counsellors will still have access to the database so that they can apply all methods they want to. They can still rate and comment on different methods within the database. In the ex-post evaluation survey, we will find out how applicable and practicable the product is. After the end of the project, the guidance methods database will be openly published and can be viewed and used by everybody.
The methods will not only be ORGANISED WITHIN AN ONLINE METHODS DATABASE, the will be also a CD-ROM and a handbook available. If a user does not have internet access, s/he can use the methods database on CD-ROM. If a user does not have a computer, s/he can use the handbook, also print outs from the website are possible. By providing all, i.e. online access, CD-ROM & handbook, the teaching units within the database CAN BE ACCESSED IN A FLEXIBLE WAY by trainers and teachers. Each learner may view any method at any time. This allows for a maximum of user – friendliness. The methods are describe in a way that self learning is possible, it is possible to learn also without participating in the workshops. All the guidance-in-groups-methods will be available in DE, EN, FR, HR, PL, TR. On the website, the user-friendliness is ensured by providing a search function so that the requested information can be found quickly.
During 6 one-day lasting WORKSHOPS in each partner country, the methods database will be presented; each partner will be able to select the methods to be tried out in the seminar according to the specific training needs of the participants. After presenting the methods database, the workshop trainers will try out the methods & afterwards discuss the application of each method with the application of each method with the participants.
