Marketing Text CERTIPILOT will create a framework for vocational training qualifications of maritime pilots. Thanks to CERTIPILOT for the first time it will be possible to take into consideration formal, informal and non-formal learning. Moreover, the issue of recognition of qualifications is addressed in a holistic manner, i.e. not focussing just on one specific training programme.
Summary CERTIPILOT focuses on maritime pilots and the recognition of the qualifications acquired through vocational training. This will be achieved through the cooperation between three pilots' organisations and a training provider and VET expert. The project envisages also the active involvement of European pilots and their organisations through online consultation and exploitation actions. Finally CERTIPILOT will allow the recognition of vocational training undertaken by maritime pilots within the ECVET and EQF.
Description Maritime Pilots role in ports is crucial for the delivery of energy and supplies, safety of people and goods as well as protection of the environment as their function consists in berthing and unberthing all types of ships. Their qualifications depend strongly on their experience together with continuous specific training provided by few centres in Europe. The International Maritime Organisation (IMO) is the competent body to fix minimum standards for training and certification for seafarers (STCW Convention) but it does not identify either the types of competences, the levels, nor the desirable criteria. Although there exist common challenges for the maritime professions, pilots have some specific elements, which need to be addressed. Vocational training qualification and certification for the pilotage service does not enjoy a common EU framework nor a National reference framework. This situation does not allow National Certification Authorities to establish a level for vocational training undertaken abroad, nor for qualifications acquired through non-formal and informal training. After an initial step of career development common to Master and officers, pilots’ qualifications become more specific to their task but it is not possible to assess the competences and the levels related to their work. CERTIPILOT fills this gap, in particular in relation to the use of technology in VET and environmental protection.

Product information The project envisages the production of a manual to allow the certification and recognition of VET qualifications for maritime pilots particularly in relation to safety and environmental protection, through the application of ECVET and EQF to the sector. The project will create a comprehensive framework enabling pilots and National Authorities to assess pilots’ qualification levels as well as the levels of training undertaken, both internally and abroad.
