Comp.Card project, coherent with Lisboa targets, expresses its intention to go on with a policy aiming at fostering worker mobility within national and transnational markets, creating new education and professional opportunities.

The problem that Comp.Card has to face is the non recognition of competences acquired in contexts different from the formal one by workers who want to re-qualify themselves within training / education paths or enter the labor market or just valorize their professional path.
A common problem for the Comp.Card partner countries of origin concerns the progressive increase in weakness situations caused by demographic and socio-economic changes and therefore the promotion of personal autonomy stands for one of the main challenges in developed country policies: this requires answers, supported by public powers, aimed at providing active policy tools that help employment and citizen mobility, make easy lifelong learning during whole the life and social cohesion paying particular attention to those who do not see their professional qualification recognized.
Moreover, demographic changes caused by the increased mobility promoted by globalization and widening of the European Union, represent a problem shared with partners who need transparency and readability among countries and systems concerning competence certification by means of common tools and standards to guarantee the citizen right both to mobility and recognition of their professional identity, also facing inevitable linguistic problems.
The project aims at promoting the worker right to cross the different geographic areas and the different production systems during whole their life , without spreading acquisitions and competences representing the individual professional identity and the right to capitalize and spend their professional acquisitions.
This, consequently, turns into the possibility for each system to make its choices compatible with those adopted by other systems , since this condition represents the indispensable prerequirement to safeguard such right The present setting, where the individual is placed at the heart of the Education- Training and Work systems, introduces elements of strong discontinuity with the past.
The project has aimed at turning into system, through experimentation, experiences, good practices and products, with a view to transferability at European level and to meet the requirements from Italy and partner countries and particularly the regional and local systems, with a particular sectorial attention to what concerns “Competence Portfolio” as tool to recognize competences acquired in formal–non formal and informal contexts, useful to build a professional development plan.
The aim of the project was to enhance and underline competences acquired in non formal contexts, too, for those adult, often without a recognized professional qualification, who return to the education-training circuit to enter again into the labor market or to start professional development paths.
The final beneficiaries of the experimental measures have been, besides the bodies charged with the development of transferred products, also the potential number of adult candidates, over eighteen, in a weakness condition on the labor market who access the courses aimed at awarding a diploma or professional qualification and unemployed workers or workers waiting for re-employment, main users of the employment services.
The company was able to take advantage of this opportunity, as it has been available methodologies to recognize worker non formal and informal competences also for the purpose of quality certification and internal quotation of human capital.
Comp.Card European Value Added consisted in exploiting experiences already made by partner countries who take part in the proposal , maintaining the originality of the respective training actions and assessment actions and taking from the other experiences new modalities.
Such adaptation process has meant that a growth in the partner awareness of the particular features of the different systems for which these experiences have been conceived. Moreover, the adaptation and transfer process helped to delimit problems: in fact one thing is to be charged with a common problem ( as certifying non formal competences), another is to find solutions applicable to every reference context.
The project will helped to understand how to proceed in building a European profession market that has to be able to develop elements of transparency among countries and systems looking for common standards but paying particular attention to the different contexts without losing contact with specific local institutional, administrative and normative obligations etc. that cause the modus operandi of the different realities.
The added value at European level has been summarized as follows: Better understanding of European training systems; Better capacity to innovate within the system you belong to, by profiting from experiences made in other countries; Greater attention to the need of reacting to the challenges of the profession European market and to worker mobility and this requires a greater integration and social cohesion of people and tool transparency.
From the national point of view, value added was measured on the effects of the implementation of competence certification measures, also from a non formal point of view.
The effects concerned the transparency among systems, and integrated actions can be found - in the short and medium term- by the users of active employment policy actions in the field of Anti-Crisis Measures , by students who attend the Building school in Piedmont , students of a National High School and finally workers and companies in the Building and Plastic Material sectors involved in the experimentation.

WP 2 Verification of shared Context Analysis ECVET/ Labour Market
Work package objective: To carry out a formal verification of previous analyses sharing among partners that facilitates transfer with the evolution updating concerning the state-of-the-art of ECVET implementation and Citizen Competence Portfolio in the different contexts where the Project operates.
WP: 3 Competence Portfolio
Work package objectives: Transferring the construction method of Competence Portfolio that contains the citizen professional competence evidences. Transferring the construction and assessment method of Portfolio aiming at certifying competences also acquired in non formal learning contexts.
WP4: Valorisation and Dissemination
WP objectives: Spreading and enhancing the project results by Partners and Partner Countries.
Each partner is responsible for valorisation and dissemination activities in his own country, so the results are initially promoted and implemented in 3 countries.
WP5 : Evaluation
WP objectives: To make on-going and final project evaluation .

Transparence et certification
The recognition of such competences been tested through the transfer of “Portafolio de las Competencias” (certification tool for pre-course competences before entering training and production systems, developed by Generalitat de Catalunya) and its integration with the “Citizen Learning Portfolio“ together with “Formedil Learning Portfolio” devised for the building sector.
Moreover, these tools have been used on occasion of the implementation of "Anti-crisis" measures to build an Individual Action Plan aimed at valorizing and widening competences of workers hit by the economic crisis.
