The proposal aims towards the development of a certification system for executives and volunteers working for NGOs and in particular to evaluate and accredit non-formal and informal education and training (knowledge, skills and competencies they have acquired through their experience).
NGOs have, over the years, played a significant role in social problem-solving & public affairs. This has led to a rise in voluntary activities in all parts of the EU. Despite developments, obtaining a formal education & training in the field has not yet been developed to its full capacity & potential, leading to a majority of executives, employees and volunteers in the field without any formal education or training or recognition of their knowledge, skills and competencies.
For this reason, the suggested project will ensure that these executives, employees and volunteers are given the opportunity to certify and validate the knowledge, skills and competencies they have received informally through work (or volunteer work) over the years.
The consortium of partners will include a wide range of types of institutions who have had previous experience in the materialisation of similar projects and who will contribute constructively to the materialisation of the project. The consortium of partners consists of an association of voluntary organization, an NGO, university...etc. The partners will be capitalising on their previous experience and extending this experience through the specific project.
The suggested project will lead to the development of an outline with the necessary knowledge, skills and competencies that employees and executives (and volunteers) should have for working for an NGO and in the sector in general. Further, the project will develop a system of certification using three main steps: (1) CV evaluation, (2) on-line test and (3) case study presentation. The participants in the pilot process, in each of the participating countries, will be tested on their knowledge, skills and competencies which they have acquired informally through their work. The successful participants will receive a European Certificate for Executive & Volunteers of Non-governmental organizations. Further, the project web site and e-learning platform will be developed will information and materials for all interested parties, a network of NGOs will be created and a business plan will finally be composed for possibilities of commercialization of the European Certificate.
The aim of the project is the development of a process of certification which gives individuals working or volunteers of NGOs the possibility of accrediting their competencies across Europe, particularly those acquired at work. This process will achieve the following objectives:
- give a chance to people who work or perform volunteer work for NGOs to get their competencies recognized and valorized, which has a clear added value
- facilitate the recognition of the competencies in the third sector (non-profit)
- help the development of professionals of NGOs
- establish European standards and relevant training for individuals working for NGOs
- facilitate the comparison of the knowledge, skills & competencies of persons working for NGOs 7 volunteers beyond national frontiers, contributing to geographic mobility
- provide with higher transparency & efficiency to the selection processes & recruitment of NGOs
- raise awareness of the social dimension relating to NGOs and the third sector, integrating gender equality
The aforementioned aims and objectives are clearly linked to the European priorities of the call. The project focuses on the Transparency and recognition of competences and qualifications and aims towards the development of tools within Europe to promote the transparency and recognition of skills and competences acquired non-formally and informally through experience. The suggested project will improve the individual competences of persons working and volunteering for NGOs by providing them with recognition and motivating them to update their already acquired knowledge, skills & competences.
The previous projects and initiatives that the suggested project is based upon constituted and still constitute significant initiatives in the field of certification of qualifications acquired informally, for employees and unemployed individuals. In specific, the Leonardo da Vinci projects (EMC_PRO & EC-ASE) both constitute as the first effort of certification in their specific field (Marketing & Social Economy). These processes was based on a specific methodology that consists of a number of different stages:
1) Recording and composition of a Professional Outline/Profile for the Professionals (Marketing & Advisors of Social Economy).
2) Development and adaptation of the Process of Certification of informal qualifications in the field. a. Creation of an Advisory Board in each participating country
b. Development of Online test of knowledge with questions
c. Submission of CV and evaluation of CV
d. Presentation of Case Study in the specific field
3) Referral of successful participants in a European database with institutions/organizations that offer education and training in the specific field.
The Projects EQUAL-SOCIETY and THEMIDA aimed towards the development of a network of structures of support for social entrepreneurship and women's employment. The needs were recorded throughout the duration of the programme, tools and methods were developed to support businesses and counselling services and training were offered by executives of the structures.
As it can be observed, these two projects are both innovative as towards their content and methodology. For this reason, the Institute of Entrepreneurship Development, which was leading and coordinating the two project (EQUAL-SOCIETY & THEMIDA), after discussion, suggested that the present project use the results of the past projects. It was also suggested that the current project for the Certification of executives and volunteers of NGOs use the methodology of certification of informal qualifications and the methodology for development and support of the structures on matters relating to social entrepreneurship and NGOs that have already been developed, so as to transfer the innovation to other countries of the EU.
Further, the fact that the partners have participated actively in the materialisation of similar projects, including European projects in the field of vocational training and certification of qualifications in different sectors, contributes, to a great degree to the best possible materialisation and dissemination of the objectives and results of the suggested project. Most partners have developed networks, which is constituted as an important tool for the dissemination and maximization of the number of beneficiaries.
In conclusion, the suggested project put to use and exploit positively the results of previous project so as to make their application wider throughout the European Union and so as to ensure for a European dimension, while also enhancing gender equality and the equal opportunity of participation of persons with disabilities through tools that will allow them to participate without difficulty.
With regards to the use of the chosen products, it must be noted that both Modavi and the Institute of Entrepreneurship Development actively participated in the Leonardo project EC-ASE, while the IED was leader and coordinator, leading them to have created the products mentioned.
