Marketing Text COMPENER project has developed qualification and certification schemes for professional skills in the energy sector, in line with the provisions of the Directive 2009/28/EC on the promotion of the use of energy from renewable sources and with the Directive 2010/31/EC and the Communication from the Commission to the European Parliament and the Council on the “strategy for the sustainable competitiveness of the construction sector and its enterprises” COM (2012) 433 final 31/7/2012.
This manual introduces to a qualification and certification systems for several professionals in the energy sector based on EQF levels (European Qualification Framework). It was created by experts of different energy field.
This manual may be used by States or organizations which wish to develop requirements for education or training to qualify and certify existing or new workers to be involved in:
• design, installation, maintenance of RES systems ;
• energy management in civil and industrial sector;
• energy efficiency in building (new and old).
The energy professionals, taken into consideration, are:
Photovoltaic systems installers;
Biomass small plants installers;
Solar thermal plants installer;
Wind energy small plants installers;
Low enthalpy geothermal plants installers;
Heat pumps small plants installers;
Expert in building energy efficiency;
Energy manager operating in the civil sector;
Energy manager operating in the industrial sector;
Trainer of RES systems installers.
Target group RES professional operators, qualification and certification bodies.
For each identified professional, this manual defines:
• Entry Level to the qualification courses: minimum requirements on knowledge, skills and competences based on the EQF standards;
• Training programme;
• Suggested learning e-contents developed by ENEA;
• Assessment procedures.
