The eTNA project is an intelligence platform to define training resources available in Europe in three food sectors: quality wine, preserved vegetables and preserved meat.
The aim of this online tool is to develop and improve the competencies of managers, directors and heads of the principal areas: management, marketing, sales, accounts, manufacturing, but always from the point of view of the future needs of these sectors.
The principal objective of the Lisbon strategy was to make Europe the most competitive and dynamic knowledge based economy in the world by 2010. Given the importance of the food industry in Europe, the main objective of this project is to enhance knowledge of the professionals sector across the EU by transfer a TNA methodology based on the competitive intelligence elements.
The project aims to provide SMEs and its professionals the chance to assess and matching their training needs within their professional development sector and the knowledge about the resources of training available in Europe. The opportunity to access to such a methodology and tool, belongs to large companies with large human resources departments more than the small and medium companies. According to this, SMEs lose their value, as companies able to adapt faster to changes than large ones. Having the possibility to use a TNA methodology based on competitive intelligence elements allow to the SMEs professionals to be aware of the last resources on formal and informal training. So they can improve in their capability to be more competitive both in its sector and more specifically in its job. In short they can be on the same conditions than the professionals from large companies.
To carry out this project we invited entities from both economics activities Lifelong Learning sector and Agrofood industry. It has been selected among the food industry a sample of SMEs and professionals that validated the methodology through a pilot test. The Partnership has been made up as follows: we get the commitment of business representative organizations as ANIA-FR which give support with its extensive experience in prospective studies, ROMALIMENTA-RO with a quite large number of memberships, and Chambers of Ireland-IE which also brings its experience detecting the training needs and resources available. Also the Partnership gathered training institutions such as BEST-AU with a large development in the field of Lifelong Learning, or ForSAS-IT which also brought the possibility to contact with enterprises (SMEs) and food industry professionals. Rioja Employment Service-ES transferred the results obtained in this project to a political level, as the entity responsible for issuing professional certificates. Rioja Marketing Club had the role of guiding and coordinating both the implementation of the TNA methodology and to input the competitive intelligence factor on it.
EU Commissions report-paper “New Skill & New Jobs” highlights the need to integrate European-level decision-making tools to anticipate tendencies in key professional skills and the needed learning resources to implement them. The forecasts in the European agro-food sector is the considerable increase in service related jobs. In addition, highly qualified professionals don’t perceive the agro-food sector as an attractive and highly regarded professional career therefore human resources and talent are expected to end in other economic activities, thus contributing to a poor qualification in relation to other activities.
The European agro-food sector is currently undergoing a strategic adjustment in face of the approaching CAP revision expected by 2013.
In this context eTNA focuses its pilot experience in the agro-food industry with special emphasis in management, production and commercialization levels facing globalization. As such, the possibility of transferring innovative tools at a European level constitutes an opportunity to focus and update local training programs in light of global market tendencies which threaten the European agro-food sector and competitive Edge. In addition it opens up a democratization process, by which improve training programs to be implemented and make available to a largely family-run, micro-business organizations and employees with little capability to access quality and taylor-made training programs.
The aim of the project is to transfer a methodology of Training Needs Assessment based on intelligence competitive and supported online as innovative leap in the Lifelong Learning sector and, in turn, validate the contents thereof a European level. To carry out this empirical validation the project selected a sample of professionals and companies in the European agro-food industry as a pilot experience.
The specific objectives addresses by the eTNA project are:
Objective 1: to democratize the use of "Training Needs Assessment" for SMEs and professional so we can ensure equal opportunities for access to this information
Objective 2: input a system of competitive intelligence as a way to be prepared for Labour Market changes. Following reports of trends and not just situational indicators.
Objective 3: To facilitate new training resources through quality criteria regardless of modality, type and location
Objective 4: Identify new skills related to areas of management, manufacturing and commercial - marketing in SMEs. Choosen the European agrifood sector as a pilot. These competences must address needs in the short and medium term to this industry.
The project, as a main result, has allowed the countries involved (Spain, Ireland, France, Italy, Romania and Austria) offer a new training needs assessment tool for professionals in the sector of food in Europe. This tool is available in 6 different languages and offers a plan of action to fix the difference between current competencies and necessary to deal with the current market and future.
As intermediate results towards this new tool, there have been the following: report of the sector strategies at the European level, list of new skills and future competences, and a dynamic database of training at national and European level.

eTNA platform provides a three-level information:
• Highlights training gaps in relation to specific on-the-job skills and competences in given sub-sectors
• Delivers national learning resources versus local programs.
• Detects unmatched competences which remain out of reach within the available programs.
This platform enables professionals and companies to design their own career plans according to various approaches:
- Job improvement
- Job change
- Job promotion
Ultimately, the system provides a professional roadmap thus, establishing training gaps and the best available pathway to fulfil them.
Giving to the Regional Employment Services and other European actors a system able to integrate competitive business intelligence tools and criteria.
The added value lies in the possibility of combining two sound methodologies (TNA and competitive intelligence) at a EU level. Secondly, the need to cross-compare professional profiles in the given sub-sectors at different territorial contexts in Member States enables agro-food professionals to access multilingal competitive-driven learning materials.
