Title Partnership for Experimenting with ECVET in a Practical Context
Project Number 2009-1-NL1-LEO04-01609 1
Project Type Partnerschaften
Marketing Text In these times of economic depression and ageing population, the quality of employees is of high importance. One of the solutions in improving the quality of personnel is mobility. Studying or working abroad enables individuals to acquire new skills in a context abroad during their training programme or work and to develop themselves professionally and personally. It increases the employability of people and it helps to close the gap between offer and demand on the labour market. On the other hand, we can only speak from successes and an added value in mobility in vocational training when we manage to recognize and valorize these competences of individuals. This statement is at the heart of this project: Working in a partnership on the principles for the development of a system to recognize the competences gained in another context, using ECVET and leading to a common memorandum of understanding at European level in our network
Summary IMPACT ON STAFF: By carrying out this project the staff members will gain more experience in ECVET and mobility. ECVET can be a possible solution for the recognition of competences which individuals gained abroad, but till now there is little or no concrete experience in this field. As some organisations in this partnership are in the process of developing national qualifications, defined in terms of learning outcomes, this project can give valuable input in this proces via the persons involved in this project(LT)(GR). IMPACT ON TRAINEES/WORKERS: Some organisatons have high mobility rates, but they don´t have concrete solutions for the recognition of the competences they gained abroad. Via this project we try to contribute to a solution for the recognition with the help of ECVET. This means an added value for these individuals as they don´t have to follow the training or exam again. They have followed a course abroad, which contributes to the professional and personal development of individuals. For the future this means that it wil be easier and more attractive and valuable to study or work abroad. IMPACT ON ORGANISATIONS: The experiences in this project will be a valuable input for organisations which are in the process of the development of the national qualification structure in terms of learning outcomes. Besides, this project will be the start of a sustainable mobility network for students and workers. The partnership will maintain after the project duration and will help with setting up concrete experimenting actions in this field. The results of the project will also help organisations in the rimplementation of methodologies for the recognition of learning outcomes, implementing ECVET, starting the dialog with relevant stakeholders and involving them in vocational training. EUROPEAN ADDED VALUE: The European added value is clear as the project aims to facilitate the mobility of students, workers, adults in another context. This will imply more students who go abroad for their study and more workers who can gain experiences in a practical context in another country. EVTA will have the resonsability to disseminate the results toward the rest of the network partners and to other European platforms dealing with these issues (EUCIS, EfVET, youth forum etc.) and European structures who are interested in the outcomes of the project (DGEAC, CEDEFOP, Committee of the Regions etc.)
Description Almost all the partners are member of the European Vocational Training Association (EVTA). This is a European network, with 20 members in 15 different EU countries, all acting in vocational training. EVTA aims to set up a sustainable environment to exchange knowledge and experiences and to work on shared issues in the field of LLL at European level and more specific in the field of upskilling of workers, qualifications and competence based learning in VET. In 2008 Kenniscentrum Handel has taken the lead to set up a technical working group on "qualifications", with a focus on ECVET. In order to define the specific activities, a needs analysis on ECVET is carried out. One of the conclusions was, that there is an interest in developing and testing the ECVET principles starting from their particular situation in their own (mobility)context (annex 2). From this inventory we can conclude that almost all the project partners are dealing with mobility and the development of qualifications in terms of LEARNING OUTCOMES (knowledge, skills and competences). This means that for all the participating organisations there is an interest in finding and implementing solutions for the recognition of competences which are required in another context(ECVET).
