Marketing Text MOTIVES is an online tool developed by the MOTIVES partnership which aims to assist SMEs to measure the value created by organisational training (particularly for low skill workers). MOTIVES shows employers the social and economic worth of training outcomes and impacts and is underpinned by the European Common Quality Framework (ECQF) and the Social Return on Investment (SROI) models. A half day training course and practitioner support information is also available for practitioners/organisations wishing to use the tool.
Summary The MOTIVES project transferred and adapted the results from a previous INTERREG project, SROI-Messmethodik, into a model that can assist SMEs to continue to implement and invest in training for the workplace (particularly for low skill workers). The Partnership developed a web based training evaluation toolkit, which aims to show employers the social and economic worth of training outcomes and impacts. This toolkit is underpinned by the European Common Quality Framework (ECQF) and the Social Return on Investment (SROI) models. The Partnership consisted of six core organisations representing five countries, Ireland, Germany, Austria, Hungary and Italy and included an employment focused NGO, social consultancies, a chamber of commerce, an association of training centres, a trade union agency and a city council.
As the downturn in the European economy deepens and employers' budgets become tighter training and education can be seen by small to medium sized enterprises (SMEs) as the first casualty. However VET can contribute to the solution for the growing challenges with which these organisations are faced. VET should to be seen as a priority for investment as the returns offered considerably overshadow costs.
Many SMEs measure their processes through quality assurance frameworks. These quality frameworks often include a focus on evaluation of training. However, evaluations often tend towards simplistic self-reported questionnaires. This method of evaluation does not bring home the true added value of training. A new methodology which is more encompassing and which illustrates the real impact of training on societal as well as economic factors is required.
Often for low-skill workers organisational training is the only opportunity for increasing qualifications. This project provided a strong case to enable low-skill employees of SMEs to be up-skilled by their employers.
The project aimed to motivate SMEs to continue to implement and invest in training by showing the social and economic worth of training outcomes and impacts through meticulous evaluation. To achieve this, MOTIVES developed an online training evaluation toolkit based on the Social Return On Investment (SROI) methodology, which was then mapped to the European Common Quality Framework ECQF .
The core partnership consisted of 6 organisations representing five countries, Ireland, Austria, Hungary, Italy and Germany. The project developed a strong partnership with European organisations the majority of whom are engaged in working with employers in supporting VET provision to the needs of the labour market. The partnership therefore has a remit to publicise the project results within their professional networks.
