The aim of the ECVET Trust partnership project is to explore the value of a European Credit Transfer system through the analysis of three qualifications within the
two sectors of Business and Engineering, Manufacturing and Construction. The purpose of the partnership is to analyse its feasibility in concrete qualifications.
The partnership consists of institutions which have different roles and experiences with vocational education and training. There are 2 vocational colleges with
experiences in sending young people on work placements abroad, 1 regional institutions responsible for the teacher training, a consultancy firm responsible for drawing up
qualifications, and a university which has a broad research base within the field of vocational education and training.
Summary In the ECVET Trust project, the partnership worked with the issue of awarding ECVET points in transnational student mobility schemes in vocational education and training. The original aim of the project was to analyse how ECVET could be used within two sectors, Business and Engineering, Manufacturing and Construction. However, one of the early realizations within the project was that the work involved in comparing qualifications bit by bit across countries is very extensive, requires special expertise (which vocational teachers have in countries which have decentralised systems, but not in countries with centralised systems) and beyond scope for individual vocational education and training providers. A central conclusion of the project is thus that for ECVET to work at provider level, it needs to be introduced through national regulation which lays down the criteria for awarding ECVET points and for its use in transnational transfer. Instead of comparing concrete qualifications, the partnership concentrated on developing guidelines for mobility measures which defined the various steps that a vocational college has to go through in order to ensure quality in transnational mobility and how ECVET should be taken into consideration in this process. In this work, the partnership drew on the extensive experience of the vocational colleges in Rendsburg and Vantaa. The guidelines can be used by either vocational teachers or international coordinators at vocational colleges.
