L’objectif du projet est d‘expérimenter le système européen de transfert de crédits pour l'enseignement et la formation professionnels (ECVET) aux formations des métiers de la santé en Allemagne afin de développer une approche permettant la transférabilité interprofessionnelle et internationale des composantes de ces formations.
Le projet aspire à encourager la mobilité interprofessionnelle et internationale et la mobilité personelle des apprentis et des spécialistes à des fins d'apprentissage. Leur mobilité est limitée jusqu'à présent par la grande différenciation et spécialisation des structures d'apprentissage des métiers de la santé et par la dissimilitude entre les systèmes d'apprentissage dans cette filière en Europe.
High differentiation and specialisation of health care qualifications and varying qualification systems within this professional area in the EU-states interfere with the transnational and interprofessional mobility of trainees and professionals in this sector which has become increasingly important due to demographic change. Caring for a steadily growing number of elderly requires increasing the number of employees in the health care sector; this leads to an extensive transnational mobility of employees and demands for an interprofessional and holistic approach of the professional care system. The project intends to test the ECVET-system in Germany and to promote the interprofessional and transnational mobility of health care professionals in the long run. The operative framework for this testing will be provided by the scientifically evaluated adaptation of the training curricula of four health care professions (occupational therapy, speech therapy, physiotherapy and geriatric care) to ECVET standards, the development of a common core curriculum and a further training concept based on ECVET principles for teaching staff.
The European partnership consists of one of the leading education providers in Germany, the Berufsfortbildungswerk (bfw), two German universities of applied sciences and several other institutions for vocational education and training and research from Austria, Hungary and Czech Republic. The partnership serves as a platform for the exchange of experiences and innovations on the introduction of ECVET for health care professions as well as for exchanging feedback and input on product developments in order to ensure the transnational transferability of project results. The conclusions and experiences drawn from this pilot project regarding the implementation of ECVET for health care professions are intended to be made available for other projects, settings and sectors in Germany and other EU member states.
In order to adapt the training curricula to ECVET, the individual curricula and training regulations on national level as well as the recommended training regulations of North Rhine-Westphalia for the occupations speech therapist, occupational therapist, physiotherapist and geriatric nurse will be examined, analysed and adapted. Common contents within the regulations and curricula of the four occupations that were identified in the analysis form the core curriculum for health care professions. Starting in fall 2011, the core curriculum is piloted and tested in Dortmund for a period of one year (with approx. 180 trainees).
The development of a further training concept for teaching staff for health care professions is essential in order to provide courses that are based on learning outcomes and that comply with ECVET principles. This includes the implementation of ECVET also on the level of professional further training in this project. Furthermore the concept itself will be developed in accordance with ECVET principles. The piloting phase of the further training concept will be launched in fall 2011 with at least 12 participants who can participate in the further training measure extra occupationally. The piloting phase will last one year. The project products and the piloting phase will be scientifically accompanied and evaluated. After the completion of the piloting phase, the project products will be further developed, optimized and adapted to the progress of the ECVET system in Germany.
The European partnership serves as the platform for transnational exchange of experiences and innovations. All partners will be asked to participate in the discussion on the challenges of introducing ECVET for health care professions. They will also be integrated into a common learning process that is based on the products which are developed in the project. Common perspectives for collaborating beyond the project’s duration are intended to be developed within the framework of a partnership agenda. Another major objective of this project is the development of a sustainable and future-oriented European network.
