Le projet propose d'établir 7 'incubateurs d'apprentissage' d'essai dans des centre urbain européens, développant ainsi une nouvelle solution intégrée de VET (?) et de création d'entrpreprise, afin d'aider les pays européens à gérer le défi que pose la revitalisation économique urbaine. Des 'incubateurs d'apprentissage' sont une organisation concrète ou virtuelle qui planifie, développe, gère et promouvoie une série d'entreprises qui échangeraient leurs connaissances, et qui apprendraient grâce a cet échange constant d'information.
L'essai, effectue par un partenariat multinational, donna naissance a 7 centres urbains liés par une approche commune qui pourrait être utilisée par chaque développeur individuel qui souhaiterait régénérer un centre urbain, en soutenant un processus de communauté et de nouvelles entreprises.
The LearnInc project was co-financed by the European Commission within the LLP. It involved 9 partners (2 municipalities, 3 consultancy companies, 3 no-profit association and a VET centre) dislocated over 7 countries (Italy, Turkey, Spain, Austria, Romania, Greece, Poland).
LearnInc aim was to develop a brand new solution of integrated VET and business creation in order to help European countries to cope with the common challenge of sustainable urban economic revitalisation mainly supporting micro-clustering processes and new business start up.
To this end each partner city has chosen a city area where to experiment the implementation of a micro-cluster Plan that will include: (i) a context analysis, (ii) a key idea for the economic development of the area, (iii) an analysis of needs and potentialities of the area for what concern the chosen pilot-cluster, (iv) a training module combining entrepreneurial and vocational training and (v) a sustainability plan envisaged actions for business start-up.
The project run for 2 years:
- the first one was devoted to the transnational methodology development and the local activity of the 7 pilot areas (context analysis, stakeholders net and Plan development);
- the second one was focused on the implementation of the training Module and the set up of following up activities.
Through 5 working phases the project developed a brand new solution of integrated VET and business creation in order to help European countries to cope with the common challenge of sustainable urban economic revitalisation. This strategic aim was reached developing an innovative methodological pathway able to bridge the gap among labour-market, human-resources, training system and public goals for the revitalisation of the area by supporting and encouraging micro-clustering processes among trade, service and handicraft companies.
The proposed approach is based on the assumption that we are looking for solutions/new ideas with high potentialities of success.
1st Phase The first phase comprised two kind of action: a transnational one aiming at define a common form for data collection (we called it “Area ID”) and at build up a shared cultural ground through a state of art analysis (we called it “Matrix of Approaches”); and a local one aiming at build a local stakeholders net and collect data.
2nd Phase The key-idea selection was the only activity of the second phase. It was done on the basis of the previous work: the ID, the stakeholders net and the Matrix of approaches. We called this creative and at the same time rational phase: the water-diviner process.
3rd Phase The third phase comprised the Plan development. Main aim of the Plan was the set up of an integrated strategy for the economic revitalisation of the area through the best cooperation among the local actors (key-stakeholders) and the set up of a synergic curricula development system.
4th Phase The fourth phase involved the training and business creation Module design (one for area), the participants selection, the Module implementation and the revision of the whole process. In order to allow the comparison and develop a shared methodology a format for the Module design and documentation was established.
5th Phase The fifth phase was totally devoted to dissemination and sustainability actions planned and carried out by the partnership as a whole.
