PIECES ist ein Projekt mit innovativen Modellen- in der Praxis. Wir entwickeln und testen neue Ansätze für das Lernen am Arbeitsplatz in Sektoren mit einem hohen Anteil von Teilzeitbeschäftigen und hohem Personalwechsel. Wir teilen Erfahrungen zwischen verschiedenen Ländern und bauen auf die entwickelte Modelle um ein effektives Lernen zu unterstützen und die Fähigkeit der gering qualifizierten Arbeitnehmer im Gesundheitswesen zu nutzen. Gleichzeitig unterstützen wir die Übertragung von Modellen auf die Tourismusbranche und versuchen das Potential für TOI in anderen Sektoren zu identifizieren.
Modelle, die sich in PIECES entwickelt haben, geben mehr Menschen die Möglichkeit zum Lernen am Arbeitsplatz und mehr Menschen die Möglichkeit zu arbeiten.
The project´s objective was to offer an alternative training solution in the care and tourism sector for people who was lowskilled and for long term unemployed people. This comprehensive training solution was designed so that the results were applicable to other sectors and to other countries than the sectors and countries which are represented in the PIECES project.
In particular the project was designed to further develop and bring together innovative models developed by the Research and Development Centre, City of Linkoping and Dundee College for the care sector and adapt the innovation involved to the Tourism Sector through the work of Decroly in the Cantabria region of Spain. The innovative models concerned were (a)In Sweden, the model of education/workplace learning (forsoksversksam leten) developed as part of the nationally funded government programme Kompetensstegen which focuses on how learning and capacity building in the workplace can be achieved by interplay between planned training and informal learning in every day work and how such processes can create conditions for practice based innovations,(b)The Tayside Care Academy developed by Dundee College in partnership with the local authority, the National Health Service and the independent care sector to respond to employer workforce requirements e.g. low skilled/unqualified workforce, ageing workforce, gender imbalance and ‘hard to fill’ job vacancies. The academy provides pre vocational programmes targeted at employed people which combine formal learning and on the job learning through work experience placements. The role KARE and Provincia di Parma were seen primary as testing further transnational transfer of innovation through pilots and exploitation.
The project has had a positive impact on both target groups and sectors. The main groups targeted in the original application included employers in the care sector and the tourism sector in Spain, and employees and unemployed people including low skilled and part time workers, and groups particularly disadvantaged in the labour market including women, migrants and people with intellectual disabilities. The immediate impact on these groups has been through participation in the piloting of the products developed by the project, and through this participants have acquired skills and competencies, as well as in many cases accreditation and employment.

The activities of the project were broken down into 7 Work Packages:
WP1 – Project Management, were the Research and Development Centre Linkoping produced a operational plan and handbook and described management and reporting arrangements, communication systems and financial control systems for the project.
WP2 – Product Mapping and Review. This Work Package was led by the Research and Development Centre Linkoping who developed the framework for national reports produced by each partner. The purpose was to identify the key issues which the core products developed through the project should address. The other main activity in the Work Package involved joint work by Linkoping and Dundee College to identify how their existing products could be brought together to support pre entry and workplace learning and progression for low skilled workers in the Care Sector and provide the basis for a transfer of innovation to other national contexts and sectors.
WP3 – Production of Core Product The overall aim was to develop a composite product combining the innovation and best practice from their existing products i.e. the Dundee ‘academy’ model of working with employers to support a continuum of pre entry and into work support through apprenticeships and the Linkoping approach to supporting the application of new skills in the workforce.
WP4 – Sector Adaptation. The aim of this work Package was to review and adapt the learning template / model, support materials and resources developed in WP3 for use in the other sectors, with an initial focus on the tourism sector. During the work on WP3 it became increasingly apparent to the partners that the similarity between the workforce characteristics and other features of the sectors, including the high proportion of the low skilled / qualified staff, part time workers and of groups disadvantaged in the workforce such as women and migrants, high staff turnover and so on, meant that the adaptation required would be less than originally thought. It was therefore agreed that Decroly would pilot the products developed through WP3 with some initial local / national adaptations, but that the main part of the work under WP4 should take place immediately following the piloting
WP5 – Piloting. All of the partners were involved in piloting the products developed through WP3 in their own regions and countries. The partners collectively reviewed the results of the pilots, the lessons learned and further developments that were needed in the core product and supporting materials and resources.
WP6 – Dissemination, Mainstreaming and Exploitation. All of the partners have provided substantial evidence that they have addressed the mainstreaming and dissemination objectives of the project from its inception. Each partner established a stakeholder forum within the first 6 months which generally included employers or employer association representatives, training providers (in most but not all cases represented by the partner organisations themselves), local authorities / municipalities and sector bodies.
WP7 – Evaluation. The project have had an external evaluator during the project.
