Following the partners’ own home markets, the first “external” market for SAETO is the Common Market of the European Union.The market for the SAETO tools in Europe consists of about 400.000 institutions. Quality in Vocational Education and Training (VET) is one of the central issues of the Copenhagen/Bruges Process towards more trust-based transparency and quality in VET and in the labour market. Due to its discourse-based total quality conception, the EFQM Excellence Model is one of the favourite quality schemes in the pedagogic field,
after an initial rush for ISO in the nineties.
SAETO is combining these two quality methodologies into one assessment approach that is specific to the needs of educational and training organisations.
Quality in Vocational Education and Training (VET) is one of the central issues of the Copenhagen/Brugge Process towards more trust-based transparency and quality in VET and in the labor market. Due to its discourse-based total quality conception, the EFQM Excellence Model is one of the favorite quality schemes in the pedagogic field, after an initial rush for ISO in the 90ies.The Leonardo Project SAETO (LI-05-B-F-PP-164510) developed a software supported system for self-assessment in educational and training organisations (ETO) that translates the EFQM model to the educational sector and links it with ISO 9000 in one assessment effort. The solution is supported by e-learning modules.It is however not enough to just develop this solution and pilot it in some ETOs. Due to the not only national but sometimes even regional autonomy of the education system in Europe there is a need for a deployment and validation of the developed solution in as many regions as possible.
The partnership for this project consists of one ETO (Educational and Training Organisation) for each of the new target regions plus one expert on CQAF and the Copenhagen Brugges process coming from the original SAETO project. Besides a piloting and validation, the project carried out an adaptation of the SAETO solution to the requirements of the new regions. As a result SAETO adapted and validated for 3 more European regions; Turkey, Latvia and Belgium.
This pick-up of TI-SAETO in the new regions helped to strengthen the CQAF deployment throughout Europe and the following direct results are achieved: The SAETO solution adapted to the local requirements of 3 additional regions (Turkey, Latvia and Belgium). At least 24 ETOs in 3 or more countries not covered in the original SAETO project piloted and validated a TI-SAETO supported CQAF implementation for their regions. 2.000 CDs with an introduction to the project’s results were distributed to ETOs of the target regions. A Case Study on all test cases were published helping other ETOs to set up their own quality system. A book on the TI-SAETO solution was published by a well known publishing house.
It is the objective of SAETO to set up a pan-European support structure for implementing self-assessment according to EFQM and CQAF in
Educational and Training Organisations (ETOs), supported by a group of software tools and a blended learning package. This toolbox is
closely interlinked with the GOA-WorkBench®, a leading TQM/EFQM support tool, that is owned by an external co-operation partner of the
project and sold through members of the SAETO consortium and their co-operation partners.
Recognition, transparency, certification
The SAETO software solution has a scalable approach to self-assessment, offering tools fitted to small training institutions that only start their journey towards Excellence, as well as web-based solutions that target professional assessor teams of big schools, industrial training centres or universities. The assessment tools are enhanced by tools for surveys in training evaluation and stakeholder satisfaction. Additionally, the already existing parts of the GOA Workbench support Project Excellence Assessments, the definition of strategic objectives and key performance indicators as well as 360° management feedback; they also allow direct links of suggested ideas into the Continuous Improvement Process via organisationwide prioritisation and selection of improvement actions and implementation planning and tracking. A multimedia tutorial has been developed and implemented on a SCORM-compatible platform facilitating the implementation of the SAETO results
by the end users. The tutorial addresses all steps from the background of TQM over how to implement EFQM and the Continuous Improvement Process up to the direct use of the individual SAETO tools.The product is unique insofar as it is a European solution with multinational validation, addresses issues of both EFQM and ISO while supporting the underlying stakeholder surveys with a Modular structure to select short or in-depth surveys and is fully consistent with CQAF and licensed by the EFQM. It offers the integration of methodology, training modules and software and is supported by an international partner network.
