Marketing Text Das Projekt „Transfer of Innovation in Methodologies for European Officials – Transfer von Innovationen in Methodologien für Europäischen Angestellten“ ist die Fortsetzung des originales erfolgreiches Projekts. Es bringt drei neuen erneurten Fortbildungsmodulen (Grenzkontrollen im Schengengebiet, Internationale Schutz in der EU : Aktuelle Entwicklung im Rahmen des Asylrechts, Grundsätzliche Aspekte für Sozialkrisenmanagement mit einer guten transnationalen Wirkung) und zwei brandneuen Module orientiert auf die Integration die Frauen und Kinder Migranten, bzw. Aktive Inklusion die Frauen-Migranten. Dieses Projekt benutzt die Methodologie aus dem vorigen Projekt und es wird besonders auf Angestellten der öffentliche Verwaltung, die mit solchen gefährdeten Gruppen jeden Tag arbeiten, aber entweder nicht genug Erfahrungen haben oder Neulinge in diesem Gebiet sind, orientiert.
Institute for Local Administration Prague was the coordinator of the project „Transfer of Innovation in Methodologies for European Officials“, which was the direct continuation of the previous Leonardo da Vinci / TOI project “Identifying and Validating the Competencies of European Officials – The Road to a Joint Training”. The new project used the original project’s methodology. Three original training modules focused on Free Movement of Citizens, Right of Asylum and Social Crisis modules were updated in compliance with the latest development in the respective field. Moreover, two additional training modules were developed (Active Inclusion and Integration of Vulnerable Groups). These were focused on children and women belonging to migrants.
Training modules were developed in two forms – as face to face courses as well as eLearning versions.
The project was focused on the training of public administration officials of EU member states. Target groups were officials of public administration of all EU member states – ministerial officials and self-government units’officials. It was a second phase of previously realized projects (2005-2007) because it had been found worth by Audiovisual Executive Agency of the European Commission preparing its continuation.
The main aims and objectives of the project could be divided into three parts. Firstly, to innovate three training modules of the previous project and verify them in current and new European regions. These modules were focused on following areas: Social Crisis, Right of Asylum, Free Movement of Citizens. Secondly, to identify competences in two new areas and create two new training modules by utilization of methodology established in the previous project and verify them on national and European level. These modules were focused on the areas of Integration of Migrant Women and Minors and Active Inclusion of Migrant Women. New modules were complementary to the three old ones, as they provided an integrated approach to current European concerns - migration, diversity, inclusion. The training modules topics belonged to socially crucial ones and were selected intentionally with the respect of need to solve such key issues. Finally, distant learning (eLearning) training resources were created for all modules to facilitate availability for potential users.
Originally five training institutions of public administration from five different EU member states, after the withdrawal of one of them just four training institutions from four EU member states were participating on the project. All of them had already been involved in the previous project. All these partners had been mutually cooperating for a long time and they have been members of the Network of European Public Administration Schools and Institutions.
The main tangible outcomes were the map of competences and methodics of five training modules. Moreover, a trainer’s manual and study support (i.e.learning resources) for learners have been designed. Among intangible outcomes we could identify the extension of skills, competencies and attitudes of European officials in the areas concerned.
The main impact of the project was enhancement and improvement of knowledge, skills and competences of European officials for given social areas. Based on obtained competences, officials who attended training modules were able to deal with situations and orientate better in particular area.

A various range of products was prepared within the project’s realization phase. Due to the fact that our project had an important focus on modern ICT. The basis of project’s products wa in training modules that focused on 5 diferrent topics (Border control in the Schengen Area, International protection within the EU: current developments of the right of asylum, Basic elements for managing European social crisis with transnational impact, Integration of migrant women and minors and on Active inclusion of migrant women). For these modules, there were created face to face versions as well as eLearning versions and both have been available in national languages of project partners as well as in English on CD-ROMs. Among other important tangible products belongs Common Catalogue of Competences of European Official.
