Dans ce contexte, l'évaluation des compétences a été identifiée comme un aspect important. Dans le cadre du projet, tous les pays partenaires ont été démarchés pour l'évaluation des compétences. Par la suite, ces approches de bonnes pratiques ont été transférées à la Grèce où de telles démarches étaient peu connues. Pour l'Allemagne et la Grèce, une contribution à l'assurance de la qualité de ces évaluations a été effectuée. La mise en œuvre du projet a été réalisée en collaboration avec des universités, des instituts de recherche et prestataires de services éducatifs.
There are increasingly difficulties for young people with low or no formal qualification to get in employment. Nevertheless, those people still possess social and personal skills which are required at the labour market. For some jobs, such soft skills are even more important than formal qualifications.
However, in many contexts assessing and certifying competencies is still a challenge. Such certificates, however, could contribute to match the skills of young people with the demands of the labour market as well as define (further) education and training needs.
While some European countries have implemented tested and widely recognized systems of competence assessment, in other countries there is a lack of awareness and adequate instruments. Hence, the project aimed at developing training material entailing acknowledged approaches of competence assessment of different partner countries and transferring those to Greece. The training material has been conveyed in the shape of workshops and seminars to relevant multipliers of the VET system.
In a first step, a systematization of approaches of competence assessment was carried out. In this context, an overview was gained regarding methods, procedures and instruments in the field of competence assessment. Frame conditions in the target regions were reviewed. Approaches from Germany, Denmark and Sweden were compared and transferrable tools selected.
In a further step, the transfer products were developed. Those included a strategy paper describing the benefits of structured forms of competence assessment, the definition and differentiation of competences, and good practices in Denmark, Sweden, and Germany. The paper informs politicians and practitioners in Greece and Germany about competence assessment in Europe. The central transfer product was the Toolbox which described in detail selected approaches of competence assessment to be used by practitioners. In the course of the project, multipliers of the Greek VET-system were trained in the contents of the Toolbox.
Additionally, a catalogue with quality criteria has been developed and contributed to the quality assurance in Germany and Greece.
As a major success in Greece, multipliers have gained awareness of the benefits and knowledge of a wide range of approaches of competence assessment for young disadvantaged adults. Practitioners have been thereby put in a situation in which they can further test and adapt assessment approaches, carry out assessments themselves, and further disseminate it in Greece. The project reached 1000 stakeholders in Greece and it is expected that 10 Greek organizations will be implementing competence assessment in the near future.
In Germany, project activities impacted on at least 2300 persons. About 70 stakeholders received personal introduction to approaches of European competence assessment and to quality criteria of competence assessment. Thereby, the project contributed to further strengthen competence assessment in Germany and to find adequate solutions in supporting young disadvantaged adults through assessment.
