Marketing Text Qualification Profiles and European Certificates for Formal and Informal Learning Outcomes in Private Security Industry
Development of a tool for a unified pan-European evaluation and certification of professional competencies of security staff which can get acquired by formal as well as informal learning.
As basis for standards urgently needed for the international comparability of services criteria for the evaluation of professional competencies of security personal shall be provided adjusted to the framework of EQF and ECVET. This work will be based on the results of the LdV projects CEMES, ESO-CSA und DESSSQual. The profiles and evaluation criteria developed in these projects shall be discussed with European expert partners, revised concerning their transferability to the security branch and adapted accordingly. National experts concerned, the social partners and authorities of the involved countries as well as the European roof organisations will be regularly made aware of the interim outcomes to spread them to other concerned organisations all over Europe
Assignment of tasks:
• All partners provide an expert working group to develop qualification profiles for private security staff on the basis of the CEMES tools proposed by IBS.
• The partners form a steering committee meeting regularly and as needed to
o prepare and document the expert workshops,
o supervise the workflow and the time schedule,
o control the agreed profiles and standards and provide advice with external experts,
o inform and involve the relevant national and European stakeholders and institutions
• IBS Lauchhammer provides the system and tools for development and structuring of qualification profiles and certification and consults the expert group in its implementation in private security branch.
• The DAA Frankfurt additionally will overtake the project organisation, reports and documentation of project results, cost control and project administration.

The EU-Project „CEMES“ developed a system of European certificates for management skills and a corresponding examination process. CEMES means: Competence Evaluation Method for European Specialists. This project was awarded with the Helsinki-Award 2006 in the category Transparency and Recognition of Knowledge by the European Commission.
In KOMSI-project the CEMES procedure shall be adjusted to the special needs of the security sector. There an internationally harmonised evaluation procedure for formally or informally acquired competencies of security staff shall be developed as well as a proposal for its certification on European level.
So for the first time in private security sector an evaluation tool will be developed by international co-operation and presented to the national and European institutions concerned with professional training in this field. The inaugurated European certificate for professional competencies of security staff is supposed to become a big step to improve European mobility of workers and firms for it enables individuals, enterprises and staff managers to appreciate professional experience and education independently from national certificates, especially in a branch where there exist extreme differences concerning vocational education and standards.
