There is a lack cost-effective and comprehensive training services, as well as promising methods for sampling and awareness of companies that actively take care of the occupational health and safety. One solution to this problem is provided by the LABITAS qualification concept. So it is possible to imply an occupational health and safety in small enterprises and develop. Due to the network formation, a transfer is made possible, so that the concept could be tested in the light of country-specific characteristics in other countries. The knowledge of the transfer is included in the concept design.

Summary National OSH policies are hardly implemented particularly in SMEs in the craft in practice. There is a lack of targeted training of employees. Especially the occupational health and safety is not actively involved in consciousness. This problem considering objectives have been developed that are implemented in the project: the focus is the transfer of the qualification concept for an affordable, network-oriented, safety, occupational health, and above all quite safe care of craft sure. Moreover, it is necessary to spread the idea of European labor policy in micro-enterprises. Consequently, it was an EU-wide qualification profile of pool care with a focus on participatory methods and the implementation of occupational health and safety are created in micro-enterprises, as an active exchange between the national project partners took place. Especially in the German area a qualification in the trade order is sought.
The LABITAS project provided for the development and transfer of an EU-wide actionable qualification profile to ensure the care of craft with less than 10 employees. It was based on the results of the national project NOAH (Optimized and cost-benefit of reduced labor protection with integrated health promotion in craft shops). Developed by the ITB in Karlsruhe qualification concept and its products (primarily practical guides for businesses) have been tried with small craft of countries Ireland, Austria and Germany in the form of pool care and adapted to country conditions. It was the inventory of existing country-specific programs, legal principles in occupational health and safety as well as the analysis of national implementation barriers for the transfer. It has thus created the basis for developing the training concept developed in Germany "NOAH" and transfer to other countries.
The running of the project experience within the country secured accompanying the mutual transfer of knowledge. The qualification concept took into account the specifics of the countries involved. In this phase of the project trainers were selected who were qualified in the course as multipliers to pass this knowledge during the testing phase to operational staff. As informal German / English Products Flyers created a project, a project website, a curriculum, a communication platform for internal exchange, an information booklet "Practical examples of optimized use occupational health and safety," a handbook for enterprises.
Together with the project partners from Ireland and Austria, the testing phase was conducted with 25 companies. This included the training of multipliers and the practical application of training modules with the employees of the respective SMEs.
In the course of the reaction was described as an optimized use and reduced cost health and safety craft should look into taking account of national specificities. An application model with concrete aids to learning content and model of pool care was completed. It supports in perspective, the work of qualified teachers in the implementation phase. The findings and experiences of 25 companies as well as feedback from the participants were incorporated into the final version of the curriculum.
The evaluation after the testing in practice ensured the quality and the proven effectiveness of training concepts. The results were then transferred to a qualification profile as the basis for inclusion in national qualifications framework and developed an evaluation framework for the ECVET points awarded. The resulting curriculum is designed to serve in the future as part of company training. A certification by the Crafts Code in Germany was requested.
