Summary The electrical network engineering field both in Finland and in the Baltic countries is suffering from a lack of competent network electricians and the need will only increase in the next few years as more and more network electricians retire.
The partners of Distribution Cert 1 – project came to the conclusion that the only way to harmonise the vocational skills and qualifications of network electricians and to make possible an extensive cross-border co-operation between the countries in question is to specify the necessary skills and qualifications, to establish harmonised vocational education systems and practices, to make it possible to organise the training courses designed to lead to a uniform skills level, and to establish a system of recognising the competences and qualifications.
The completed Distribution Cert 2 - project was needed because first of all it was involved all of the Baltic counties, including Lithuania, in the co-operation, and secondly because it was possible to test and further develop the outcome of the Distribution Cert 1 - project. This was done in extensive pilot training courses in each participating country.
The main objective of the Distribution Cert 2 - project was, firstly, to transfer the results of the preceding Distribution Cert 1 - project to Lithuania and thereby to help all of the Baltic countries to benefit from the results. A second objective was to test the outcome of the preceding project in practice through extensive pilot training programmes in all participating countries. This is the only way to make sure that the outcome of the Distribution Cert 1 - project is really implemented in practice and to promote the aims of both projects in all participating countries.

Product information During the “Distribution Cert 2” (DC-2) project realization the training program for the electricians had been developed in Latvia, Lithuania and Estonia. The training program for the power network maintenance and repair sector, based on the Finnish experience is being successfully used in Finland for the several years. During the project program has been harmonized in Baltic countries with some modification, because the Finnish experience cannot be used with 100% in the Baltic States, due to Baltic power network topology differences. In the framework of the Project the 9 pilots in Latvia, 14 pilots in Lithuania and 14 pilots in Estonia had studied in accordance with the new training program. Training process had been prepared by certified education and training institutions in each Baltic country. After successful completion of training the pilots had got the certificates showing the theoretical knowledge and practical skills acquired during the training process. In DC-2 project the Energy sector associations were conclude and signed a Memorandum of Understanding about training process and skills examination principles in the Baltic countries. This step is providing the possibility for power network electricians, such as other network specialists, to work in the other Baltic countries. The training program and methodology, developed in the "Distribution Cert 2" project, as well as the experience gained also will be used in the future in each Baltic country.
