The main objectives of the project were to enhance knowledge on free software solutions as alternative to commercial software in the Baltic States, to improve skills and competencies of people to use FSW for their personal and working needs.
Die Hauptziele des Projekts bestanden darin, Kenntnisse über freie Software-Lösungen als Alternative zu kommerzieller Software in den baltischen Staaten zu fördern, Fähigkeiten und Kompetenzen von Benutzern, die FSW für persönliche und berufliche Zwecke nutzen, zu erhöhen und Informatikunterricht für folgende Personengruppen zugänglicher zu machen.
Les objectifs principaux du projet ont été d’améliorer les connaissances sur les solutions de logiciels libres comme une alternative des logiciels commerciaux dans les pays baltes, d’améliorer le savoir-faire et les compétences des individus à utiliser FSW pour leurs besoins personnels et professionnels et d’effectuer une formation des TIC facilement accessible pour ceux qui en ont besoin.
The main problem to be tackled was unavailability of updated and easily usable training course on free software (hereinafter – FSW) and lack of information on the usage and opportunities. FSW has rapidly developed over last years and currently offers at least as many and as good opportunities as commercial software. It can be used for doing business and entertainment and at the same time it helps reducing expenses. Using open standards ensures complete financial independence from SW producers which is especially important in the context of financial crisis.
Project aimed at improving ICT education in the Baltic States by developing innovative solution for learning alternative SW, improving compliance of ICT education to employers’ needs and to make ICT education easily available for those in need: students, unemployed, lifelong learners, people with special needs.
The project implementation consortium was composed of institutions and companies highly specialized in using, promoting, teaching and developing ICT and FSW programmes.
Tangible and intangible outcomes: the main project outcome is education programme on FSW which is compliant with the International standard for ICT education (ECDL – European Computer Driving License), it includes also education material about graphic editor GIMP usage and education material about e-learning course development on Learning Management System Moodle. An interactive e-learning platform/course with video-training was developed to make sure that any interested people can easily master the programme and prepare for the ECDL exams by self-learning. Pilot-trainings of teachers and staff of VET institution in Latvia were held and training of teachers, students and unemployed people were held in all Baltic countries. Online training of teachers, students, unemployed people and people with special needs with support of trainer was held in Latvia.
Main activities of the Project:
1.Management – to ensure the Project implementation and coordination according to the Project plan.
2.Research – best practices from the Baltic States about FSW were collected to ensure relevant and effective project results. The situation was analyzed in Latvia, Lithuania and Estonia regarding FSW. Additionally, this activity explored hindering factors in usage of FSW and the needs of employers for ICT education of their employees. The research results were used in Education programme.
3.Education programme – consists of 3 sections. The first one is for ICT users with basic ICT knowledge about OpenOffice.org and Linux Ubuntu. This material consists from 7 modules. The two following sections – e-learning course development and teaching with Moodle and mastering graphic with GIMP are prepared for users with more advanced ICT skills. All materials are available in Latvian, Lithuanian, Estonian and English.
4.E-learning course development for ECDL on OpenOffice.org and Linux Ubuntu platform. The work was done in Latvia at first and was used as a basis for work in Lithuania and Estonia. E-learning course is available for self-learning in Latvian, Lithuanian and Estonian.
5.Training and online training. Pilot-trainings were held in Latvia, Lithuania and Estonia for ECDL on OpenOffice.org and Linux Ubuntu, e-learning course development and teaching with Moodle and mastering graphics with GIMP. Online training was available in all Baltic countries particularly for unemployed people and people with special needs in Latvia.
6.ECDL testing suite development. Available in Latvian, Lithuanian and Estonian for successful pass of ECDL exams and for each module 4 variants of tests were developed. ECDL exams are authorized in Latvia and Estonia.
7.Dissemination activities and Final conference to present project results and good practice as well as award of ECDL certificates.
