The project intends to build upon the recently concluded MarTEL project, which implemented a series of English language tests for cadets, officers and senior officers in the Merchant Navy, incorporating the International Maritime Organisation's (IMO) Standard Maritime Communication Phrases.
MarTEL Plus intends to use the knowledge generated by the standards created for officers in the previous project to create Maritime English tests for Ratings, who were recently identified by the IMO as requiring a standard of English. Secondly, MarTEL Plus will improve its accessibility by developing a mobile medium through which its tests can be accessed. The third aim is to create a new set of guidelines for teachers of Maritime English. MarTEL Plus will bring all of the MarTEL materials together and will enhance the competence of teachers and trainers. Finally, MarTEL Plus will address the need (raised in the 2010 IMO STW 41 meeting) to develop a more comprehensive method for the evaluation of oral competence.
According to IMO statistics, over 80% of accident and incidents at sea are due to human error. A large number of these accidents are due to poor standards of Maritime English aboard merchant vessels. The intention of MarTEL Plus is to complement the existing MarTEL standards and promote their application, with the ultimate aim of improving safety at sea.
The MarTEL Plus project intends to transfer knowledge gained in the recently concluded MarTEL project into new and innovative media, features and materials.
In 1978, the STCW Convention was amended to set qualification standards for merchant navy officers, but this did not include seafarers below the officer ranks. However, in the 2010 IMO STW41 meeting, it was established that training standards for Ratings were needed in the STCW-95 Convention. The first aim of the project is to develop a Maritime English standard for Ratings. MarTEL Plus will use the knowledge generated by the standards created for officers in the MarTEL project to establish these new standards. Improving the education of Ratings will allow them to retain or enter employment.
The second aim of the proposal is to introduce additional features and functionalities, making the MarTEL standards more accessible to users and the target groups through the use of mobile media. This will transfer the knowledge produced in the MarTEL project into a novel and more accessible medium, thus increasing the number of potential users.
Thirdly, MarTEL Plus will create a new set of guidelines for teachers of Maritime English, which will assist them in developing the content of their lessons by having access to the study units developed within the MarTEL project. Teacher guidelines were not produced in the original MarTEL project, which was more learner/ test taker oriented. Providing teachers with access to all MarTEL materials, such as tests, guidelines and study units, will include them in the process and facilitate an enhanced experience for both learners and teachers.
Finally, the fourth aim is to address the need to develop a more comprehensive process for the evaluation of oral competency, as raised in the 2010 IMO STW 41 meeting. This enhanced oral evaluation will be based upon the research and products produced in the MarTEL project.
The intention of MarTEL Plus is to complement the existing MarTEL standards and promote their application with the ultimate aim of improving safety at sea. This proposal addresses the Bologna Process for the need for standards and more comparable and compatible higher education systems in Europe. The MarTEL Plus standards will be transformed into BTEC Professional Awards and HND Units, and will thus attain ECTS. This is expected to have a huge impact. The partnership is made up of a number of leading maritime education and training (MET) institutions. The combination of their expertise will ensure that the aims are achieved and the results produced are of the highest quality and are in keeping with the existing MarTEL standards. The Maritime VET system is expected to be transformed, as MarTEL Plus will complete the MarTEL standards and enable it to be adopted throughout Europe.
