The “Possible “Constructive Dialogue”-PCD, uses the methodological experience of “Building Living Dialogue” BLD made by the Swedish Governmental Agency Boverket ,for a sustainable housing in their environmental reality during the phases of design, construction, maintenance, demolition and disposal of the building.
The project aims to transfer the practice of a holistic intervention using the method of the constructive dialogue able to generate a result multiple of the sum of the results obtainable by the individual stakeholders and creating a synergy between planning urban design and proper use of building materials compatible with the environment.
In countries participating in the project PCD, Possible Constructive Dialogue, the development of “environmental sustainable building” is insufficient, strongly affected by the lack of preparation and specific expertise in the field. There is lack of tools capable of creating cohesion and participatory planning between local stakeholders and public agencies.
PCD aims where:
to introduce and to create the favorable conditions to the experimentation and realization of a participatory planning, designing, building and management process, involving all local stakeholders (municipalities, public agency, companies, national and local authorities, schools, professionals etc)
to disseminate and capitalize on the approach to participatory processes
to increase the skills, knowledge and experience of those involved, with particular concern at decison-making process
to encourage public administrations to adopt an innovative approach to governance
increasing accountability and awareness about the economic and functional arising from the work of people within the process
to provide all stakeholders in the process the training and educational tools, so that they are able to transfer their colleagues received training
Partnership of PCD involved six partners from 3 countries (Sweden, Bulgaria, Italy):
Two formation schools for the building sector (ESEL - LT and ESECH - CH)
A Governement Agency of swedish Ministry of Environment (Boverket)
A Public Agency (ATER di LT) construction and management of subsidized housing
DEAMALTEA (Bulgaria) training and consultancy agency
An ESCO (Energy Service Company) ESCOLAZIO
Partnership is meeting the requirements of the project in terms of difference and complementarity of skills and experience.
The main results can be summarized as :
map of the main stakeholders and key players
foundation of a local network between the major stakeholders and key players, that will be sustained after the project, indipendently of EU funding.
implementation of the process of participatory planning and adoption of a protocol of governance
adoption of criteria for the verification of educational requirements and periodic review of vocational training for stakeholders
creation of a handbook by the adoption of the teaching materials of BLD, adapting the same to the different local needs
increased skills and awareness of participating in a process that includes the planning, design, construction and building management.
Description The PCD uses the methodological experience of “Building Living Dialogue” BLD for sustainable building projects, promoted by the Swedish government agency Boverket, which has had good results in Sweden; the project aims to influence the construction management policies in the area through the adoption of a report form and an inter-institutional work method based on voluntary agreements between the stakeholders.

Product information The most important product of the PCD project is the "net" build during the project activities. In order to transfer the methodological framework of the BLD swedish experience, were developed a set of tools, training and dialogue experiences. This results are collected in the PCD.iso application, and in the files and products section of adam.
