The present project has planned the transfer of an innovative model of social inclusion to a European level, tested by Isfor Api as a leader in the field of the Equal PRO.R.E.S.
initiative, approved and inserted by the Ministry of Labour and Social Security inside the
national catalogue of Italian ESF Best Practices. The model which was addressed to
disadvantaged people who are, due to different reasons, on the fringes of the socio-labour
world, wanted to represent a significant, tangible and efficient answer aimed to curb the
processes of social drift. The model enhanced the centrality of the person as an active
actor in the development and in social life, from whom depends the effective capacity of an area in
creating opportunities and welfare. The general target of the project was to induce
social policies, which basically contain the phenomenon of social distress with mere
dependency culture (payment of contributions, income support etc.), to assume a new
prospective to restore people dignity in socio-labour marginalisation. The
project intended to transfer an approach essentially based on empowerment and on the
creation of profit and non-profit enterprises as an instrument of social inclusion. The
strength of the partnership was guaranteed by the existent and consolidated
synergies, by the certified and significant experience in the field of training, socio-labour
inclusion, orientation and consultancy for the enterprises (Isfor Api, API Sarda, Cespim,
Agency for Employment and Training) and of the involvement of an institutional body (Municipality of Nuoro) Among the expected results: the systemisation of the working model and of intervention in the phenomenon of the social exclusion in various regional realities involved and of the real opportunities of socio-labour integration and of social emancipation.
The innovative element that characterise good practice that was transferred to Romania and Slovenia, is a model applied to care social problems, a methodological approach closely related to self-empowering which replaces the type of welfare approach most commonly used. The model tested by ISFOR Api, leader of the project ProRES, with the EQUAL Program Phase II, has proposed the use of empowering at all stages of the program to foster the transmission of useful tools to the beneficiaries to raise their awareness and their own potential offering selfemployment as a concrete tool of emancipation from social distress. At the same time, the important result that of the project was the strengthening of networking activating synergies between the different bodies of governance in the construction of social policies. The transfer of the model tested has represented an option to dependency culture of the marginalised people, enhancing their capabilities and strengths in order to play a leading role in their project of life and becoming an economically active person.
It was activated a European social network composed by the Partnerships of the projects and open to other countries and organisations that showed interest in working for the results sustainability and in developing new alternatives for cooperation.
The methodology applied to the transfer of good practice was characterised by a participatory
approach that involved direct and active intervention at all stages of the project of people
and key stakeholders who work to foster social inclusion in the recipient territories. The
working method adopted is of strategic importance as it is the result of the synergy between classroom learning, “learning by doing”, collaborative learning, cooperative learning, the lot by the establishment of training experiences and seminars for representatives and professionals of the partner countries. The use of e-learning technologies was adopted to allow cooperation and exchange in real time, as well as support and monitoring during the undergoing trial of the transferred model in different contexts. The teaching methodology that was the basis of the good practice experimented was accomplished applying self-empowerment in strengthening context of social economy and operating within disadvantaged situations promoting recovery strategies of the person at risk.
The action plan was structured according to distinct stages articulated in the following way: 1) the Italian partners met at the headquarters of Cespim for a meeting aimed at defining and sharing the product to be transferred, and the time schedule for the following actions that will play an active part of the other partners from Romania and Slovenia, recipients of the transfer. On this occasion we defined materials organisation, a collection of food for thoughts and the setting up of the website which will be used to communicate between partners. 2) A meeting was held among all partners in the bases of Isfor Api. On this occasion, the project of transfer was presented and all relevant information were gathered for a detailed analysis of transferability through in-depth examination and comparison of models of contrast of the social exclusion phenomenon adopted by recipient countries of the transfer.3) All those who worked with the beneficiaries in Romania and Slovenia were involved in a week of intensive training on empowerment in Milan. 4) A seminar was held by each foreign partner to raise awareness and promote the initiative. 5) Foreign countries started and tested a trial on methodological approach on a sample of persons on the fringes of the social and labour world. The ISFOR team of experts played a supervisory role and was actively present in the territory of the trial during the interim and final stages of the same, in each country involved. Communication and information exchange among all partners and ISFOR Api are always active by using telecommunication technologies and the Internet web site. 6) The activities of processing, systematisation and sharing of the results of the trial were carried out. A meeting was held in each one of the countries where the trial was carried out. The activities of dissemination and support of the results were contemporary and cross-sectioned. 7) A final meeting was held in each partner country receiving the transfer, to disseminate the achieved results. It was made also a publication, ”Esperienze Empowerment” (Empowerment Experiences) concerning this experience. In support of the results achieved it is planned the consolidation of the network, also by the interaction in the web space reserved for the partnership which will continue to be active and cradle of exchange. In addition, new forms of cooperation will be planned, for example, the activation of work experiences and the promotion of multilateral exchanges. Within the activity of evaluation of the results, the partnership met at the Cespim base. Monitoring and evaluation: monitoring and evaluation activities were transversal to the procedure of the project and were activated in order to follow the actions of each stage with identification of indicators. It was also made a collection in a single DVD with all images that tell the experience of the partners. It was also made a DVD "" Cre.n.di.
