The tool is the result of the expertise of 14 partners- from 6 european countries - representative of work and education world (enterprises’ associations, enterprises, trade unions, placement companies, life long learning associations). The partnership guarantees the quality of the tool according to both the European guidelines both the enterprises point of view.
Summary More persons, losing their job due to the economical crisis, will be asked to get back to the labour market, mobilising their skills and competences in applying for a new job. Our project is linked to the priority 1 of the Call 2009, aiming at integrating “transparency” policies and tools (EQF and ECVET implementation) and the proper use of actual devices adopted by the European Commission, such as the Europass Portfolio. The project transfered and adapted the existing model of a previous initiative (Europass+), looking for solutions targeted mainly to adult, low qualified workers and job seekers. We fostered the usability of Europass+, thinking at the conditions needed to develop a mutual trust between companies and job seekers about the use of the Europass CV. The main outcome of the project is an improved version of the on-line tool, providing the users with helping devices, in order to help them in recognising their competences, reflecting upon their working and life experiences, in describing their competences in terms of learning outcomes. The tool allows the users to freely store, update and produce their European CV, with the help of a complete set of examples of how to describe their competences, providing proper evidences in a narrative way and adding references and documents. The project supports also the efforts made by Europass-Italia and the network of NEC, to improve the European CV, developing an effective on-line web site to promote the dossier in a more interactive way.
Steps of the project has been: a)analysis and evaluation of the existing tool Europass+, taking in account developments of European policies; b) development of the improved version of the tool; c) testing of the tool involving different target groups: adult job seekers, low qualified workers, immigrants, young people; d) on going and final evaluation and valorisation actions.
The applicant organisation - Eurolavoro, a public Agency based in Legnano (Milano), coordinating local employment services – was supported by a management coordinator: ECAP Consulenze, that has been in charge of the external evaluation of Europass+ project. SMILE and SMILE Puglia, two independent Associations, based in Rome and in Bari, assured testing and valorisation covering 3 Italian regions. A group of local SMEs and employer association, belonging to different sectors, has beem involved for validating the project’s outcomes.
European partners provide an excellent expertise, in the development and testing of the tool, and in valuing transfer opportunities. They include a number of Europass+ project partners: a training Centre F-bb (D), coordinator of the previous project, an entrepreneurial association (MEDEF - Besancon -Fr), the bilateral body responsible for CVT in Spain (Fundacion Tripartita) and an higher education institution from Poland (TNOIK). Additional partners (Migrants Resource Centre – UK, IERF- FR, SBC_UK), has been assured a wider testing of the model.
