The project aims to contribute to the development of new skills in the culture management, addressing primarily to administrators, who are required to develop cultural local policies, in support of their territories. The project is also addressed to trainers, and in particular, to those people who can contribute to the bottom-up development of these polices, by disseminating the basic concepts and the methodology of the Sigma 3C project.
The project aims also to strengthen cooperation between institutions and businesses that offer learning opportunities at European level. This is possible thanks to its partners that work actively in the sector of the vocational training and in particular in relation to the Leonardo Da Vinci Programme.
Moreover, the project is directly aimed to stimulate cultural expression and creativity, that represent some of the key skills stressed in the Lisbon Strategy.
The theme of the valorisation of cultural resources in the territories of Europe was mainly handled by the administrations with a safeguard, according to paradigms that consider a culture a good more patrimonial that profitable or at most as a subordinate resource in key of tourism valorisation.
The role of culture in the process of implementation of the Lisbon strategy goes far beyond tourist entertainment: it can be a potential engine of economic development, a key determinant of the competitiveness of the territories and a factor of cohesion and competitiveness for the Europe.
The purpose of this project is to adapt to the different contexts where the partners are expression, the complex model developed in the field of the project Interreg IIIc "Sigma 3C" as a diagnostic and training tool.
The privileged testing ground will be of the Molise Region territory, promoter of transfer project, which has adopted since 2007 a plan for cultural development that aims to make the culture an engine of local development, within a framework of cooperation between subjects belonging to the territory that constitute the cultural network of Molise Region.
The partnership that will develop the project, in addition to the Local Autorithy to the Culture of Molise Region, includes Eurobic South Tuscany, a company controlled by the provincial Administration of Siena that deals with community planning long range from many years; the remaining components of the partnership, from Eìdema Academy, are agencies that cooperating for a few years in the field of the Leonardo da Vinci programme and in the area of transnational mobility and that, thanks to this activity, have developed relationships and synergies with local enterprises and local institutions that makes them the subjects most appropriate for the actions of awareness and dissemination of project results.
Crearte is a PME working in the field of training and of consultancy in the sector of cultural management and has been involved in the partnership thanks to the presence of Integra Consultoria.
Tangible results of the project will be:
documents of analysis, diagnosis and SWOT of the cultural sector for each partner territory
Proposal for a local plan for the cultural sector
Final Dossier of collection of documents produced during the project and comprehensive reports concerning the interviews and focus groups with cultural operators.
Proposal for the integrated training plan for the cultural sector
Intangible Results will be:
the development of skills by the part of the cultural operators operating in the territories of the partner countries especially towards the concept of culture as engine of local development
the development of a platform for sustainable cooperation that encourages the reflection on the strategies, on the structures and on the tools of development of the cultural industry.
to stimulate the programming of local actions in the cultural sphere in line with the approaches of the developed model.
The expected impact concerns so, on one side the boost of the skills of the cultural operators working in the contexts taken into consideration in the project; on the other side the development of a cultural policy that takes as reference the results of the project. From this point of view is very important the role that will carry out in the project the Administration of Molise region who intends to use the results of the project to give shape to its role as governance of cultural regional sector.
The Sigma 3C project has promoted a new debate on the cooperation in the cultural sector through a methodological approach that considers culture an important engine for the economic development. The project has developed and tested an accurate methodology to analyze the local cultural system and to draw up a strategic plan to be used locally and for the network.
The project is based on the idea that culture can be a privilege factor to test, innovate, promote develop and enhance our own identities.
In perfect consistency with the assumptions of the Sigma3C project, Regione Molise intends to build a new model of development that recognizes the centrality of culture and identifies the conditions to revitalize possible investments and the management of our cultural heritage.
Some of the points of the programme are:
1) an efficient use of resources and greater economic support to cultural initiatives and projects
2) the creation of a regional cultural network
3) a regional observatory of cultural events.
The purpose of the project is the adoption of the complex model developed in the Sigma 3C project. This model, after being properly disseminated and shared, will be useful to analyse the European territories, to develop training activities and to encourage to follow the points of the programme above mentioned.
In particular, the project is expected to develop a regional cultural network, providing it with a shared approach and methodology.
The project also aims to develop new skills in the culture management with reference to those subjects, in particular to the administrators, who are responsible for the cultural policies of their local institutions. Broadly speaking, the project is addressed to trainers who can contribute to a complete bottom-up development of these policies through the dissemination of the concepts and the methodology of the Sigma 3C project.

The tangible results of the project will be:
-a general examination, including the SWOT analysis of the territory of each partner;
-a local plan for the cultural sector
-a final dossier, including all the documents published during the project and the reports related to the interviews and the focus groups with the cultural operators;
-an integrated training plan for the cultural sector;
-the development of the local cultural operators’ skills particularly related to the idea of the culture as an engine for the local development;
-a lasting platform to develop the cooperation and to encourage the exchange of opinions, strategies, structures ,useful for the development of the cultural industry;
-the promotion of a cultural programme of local actions, consistent with the developed model.
