The International Maritime Organization (IMO) has expressed serious concern on how human error has led to great loss of life and property in the maritime industry. Improving this situation is the overall aim of this project. The methodology envisaged to reach this goal is based on learning from past accident and incident events.
Past maritime emergency situations will be investigated, categorized and placed in a knowledge base from which training scenarios will be developed.
These training scenarios will be the source for exercises which will be created for use in full mission ship simulators and tested by two pilot groups relating to both sea and port situations.
The scenarios will also contain integrated input from existing video software and an existing internet e-learning and assessment platform.
Such a systematic attempt of developing accident or incident scenarios for training cadets and active professionals working at sea and in ports based on real life cases from emergency situations has not been done before.
The outcome is transfer of knowledge from various national and international databases for the identification of emergency situations and preparation of scenarios for inclusion in existing maritime training and education programmes. Additionally knowledge will become available needed by e.g. for ship board navigation officers to recognise and tackle emergency situations to avoid accidents.
The systematic attempt in developing accident or incident scenarios for training of young cadets and seafarers working at sea and ports in emergency situations in considered novel and has not done before. The project concerns those aspects of human error related to emergency situations which can be corrected through removal of existing deficiencies in Maritime Education and Training (MET) of cadet officers as well as those working on board vessels as officers of various ranks. The study of accidents incidents at sea will identify the emergency situations and provide adequate information as to how various scenarios could be prepared and simulated in various types of simulators including integrated and full-mission ship simulators. The main focus is on the training of Deck officers as the accidents are directly related to the activities on the bridge including communication within the team and engine department. When accidents are analyzed it can be seen clearly that the development of training programme for deck officers are unique to prevent accidents and cannot be developed in general form to address other training needs such as engine room training.
The strength of this transfer of innovation is that it takes into consideration scenarios relating to near-misses which are unfortunately ignored or under-estimated and often not reported. It has been reported that there are generally about 100 plus incidents and 10 to 100 near misses to every accident (Bea, 1999). It is inevitable that a cause of a near–miss at sea or port could be the cause of a huge disaster in the future. Innovation is also in how to utilise the collated information in the development of training of seafarers to enhance their skills to prevent and mitigate accidents, which has never been done before.
In this project it is intended to prepare a whole range of scenarios simulating actual accidents, incidents and near-misses focusing on emergency situations and incorporate these in the existing MET programmes in the partner countries and later European-wide. A training programme on the scenarios would also be prepared for seafarers working at sea and in ports. The intention is that the scenarios would lead to identifications of the causes for accidents and incidents as well as near-misses including grounding and through training these causes could be removed as such training will enhance the awareness of dangerous situations significantly and what actions to take to avoid them.
The main aims are:
1. To improve safety at sea and at ports by identifying emergency situations known so far and create a knowledge-base of scenarios based on emergency situations for training of seafarers at officer level and higher ranks.
2. To develop intelligent exercises based on scenarios created for application in bridge, area as well as in integrated and full-mission simulators.
3. To transfer the knowledge that already exists in the form of video software together from an existing internet e-learning/assessment platform with a view to integrate the scenarios and exercises created as result of aims 1 and 2.
The partnership is composed of well known MET providers for different types and ranks of merchant navy officers. The partnership is organized in such a manner as to be complementary to each other and also have the capabilities necessary to satisfy the project objectives. The project will be carried out corroboratively by 7 partners, from 6 different countries. The expertise necessary for this project cannot be found in a single country in Europe, but required the establishment of a consortium at European level. These aspects are mirrored in the composition of the consortium: 7 partners from seven European countries, each of which have reached a high level of recognition and expertise within maritime education, training and maritime related research to tackle the issues addressed.

The proposed project is in line with European strategy and directly supports the work of EU safety initiatives namely, i) Competitiveness – prevents accidents and hence reduces costs, ii) safety – safer sea transportation and reduce loss of injury and loss of life, iii) higher academic learning – improved Maritime Education and Training (MET) programmes, iv) lifelong learning – training for knowledge and skills updating, v) collaboration of stakeholders – opportunity for industry, academia and social partners to collaborate and make seas and port safer vi) employment/mobility – improved knowledge and skills and hence greater chance of better jobs and recognized/international qualifications would offer greater opportunities for mobility , and vii) adaptation to needs and conditions – responding to a great need to reduce unnecessary loss of property and life.
This project will produce a novel training programme on emergency situations as a stand alone programme for industrial updating. The programme is expected to receive acceptance due to its importance at international levels and will be included in the existing MET programmes, hence the project will add value to the national VET policy and may encourage international bodies such as IMO to promote the programme worldwide. The programme may also be adopted as good a practice course by progressive ship owners and operators.

The overall expected impact is the improvement of safety in maritime operations.
This will be achieved through learning based on real life experiences and events.
The developed training programmes will be done according to developed scenarios utilizing modern competence based simulation facilities and equipment.
After the project funding period the impact will generate further activities:
1. new research areas
2. further development of scenarios
3. further develeopment of VET in incorporating of the courses into existing MET programmes
4. web-site and the intended pool of knowledge
5. promotion of the training throughout EU and world-wide by cooperating with bodies such as European Maritime safety Agency (EMSA) and IMO as well as the maritime licensing authorities in the partner countries.
