The Europass CS eco-tools developed by eCOTOOL are a brand new solution that has not been available before neither in whole Europe nor in any of the LLP countries.
The overall objective of eCOTOOL was to improve the development, exchange, and maintenance of VET certificates and their accessibility and transparency by harmonizing Europass with other European instruments (EQF, ECVET) and e-competences. This will increase the European mobility and transparency of VET systems. The main benefits of the Europass CS eco-tools are:
•Better accessibility to existing Europass Certificate Supplements (CS) by ensuring full interoperability amongst any given IT system
•Easier development and maintenance of further Europass Certificate Supplements
•Simple exchange of Europass Certificate Supplements between any online platforms and repositories
•Enhancing European mobility by improving comparisons of VET solutions and their certificates.
eCOTOOL focused on (1) the improvement of the development, exchange, and maintenance of vocational education and training (VET) certificates and (2) their accessibility and transparency and on the increasing of the European mobility and transparency in general.
To achieve these objectives eCOTOOL developed a competence model and the adaptable Europass CS eco-tools based on the European policies Europass Certificate Supplement (CS), EQF, ECVET, and PAS 1093. In order to achieve a European consensus and standard for VET competences, the results of eCOTOOL were submitted to the European Standardization Committees (CEN/TC 353).
Furthermore the functionality of the Europass CS eco-tools and the competence model were successfully tested and evaluated in the agricultural sector.
Finally recommendations for the transfer of the Europass CS eco-tool in other sectors and for the future use of the tools have been formulated.
Description eCOTOOL provided a generic and adaptable competence model for VET certificates and in particular the Europass Certificate Supplement (CS) eco-tools. These Europass CS eco-tools consist of (1) an application profile (that is an abstract information model as a formal description of the combination and integration of the European instruments that can be used for developing and programming technical tools in any IT system and language) and (2) technical tools (XML bindings as data models that can be used and implemented within any IT system, repository, and architecture while retaining full interoperability and functionality).

Product information The main products of the eCOTOOL project are the Europass CS eco-tools and the Competence Model. The Competence Model integrates several European instruments and policies like the Europass, the European Qualification Framework (EQF), the European Credit System for Vocational Education and Training (ECVET) and the European Key Competences. It is a framework for the standardized description of competences, skills and knowledge. The Europass CS eco-tools consist of an Application Profile and of Technical Tools. The Application Profile was developed as an information model on the basis of the Competence Model and can be applied and transferred to any sector. The tools are interoperable amongst any given IT system and support the realisation of a European area for lifelong learning. Furthermore they increase the mobility of European employees, the transparency in the VET sector and foster the further dissemination of existing European policies.
