Project Number 2009-1-PL1-LEO05-05045
Reasons: SMEs throughout Europe are not prepared to meet the challenge of ageing labour force. It is common for the management to underestimate older employees due to stereotyping, lack of knowledge, lack of mobility and willingness to learn. On the other hand, rapid growth of ICT contributes to the fact that older people feel unsecure. Lack of ICT skills and knowledge of modern languages makes them feel worse than younger colleagues who due to different system of education are able to speak those languages. Even if people over 50 are often experts in their field, through the lack ICT and language skills become less valued by employers and they feel more useless themselves. Additionally, difficult situation of global economy made their position worse, because when companies fire workforce, the less skilled persons are more likely to lose the jobs.
Aims of the project were: to transfer the innovative model of collaborative learning developed in Italy within the RAVT project and its adaptation to the needs of new target group: employees over 50 years of age working in SME sector, to implement the model as base for a Multi-feature platform which (besides 3 model courses in ICT) included language courses as BLS and sections for employees over 50 and section for Managers of SME in order to provide both target groups with opportunity of discussion, to study the ICT and languages training needs of both target groups (from perspective of employability of both groups), to provide attractive VET training, change of and promote attitudes regarding employees over 50 and to strengthen cooperation between SME, social partners and other stakeholders.
Consortium consisted of 6 partners from 5 countries. All had experience in EU projects. They were chosen by the two main members: Coordinator and IT partner – owner of the transferred product. Building partnership took a few months during which potential partners discussed their role. The partners were chosen in order to have balance regarding the type of organisations and geographical location, but also with a special attention of involvement of organizations well acquainted with both target groups: SME and social sector institutions having previous experience in working with people over 50.
Results are: Multi-feature e-learning platform (3 courses and learning materials in ICT based on the model of cooperative learning, three BLS language courses, 3 sections for target groups: 2 separate and one common, questionnaires, reports, workshops, plans, Website, dissemination materials. Improved employability perspectives, changed attitudes, knowledge of ICT and languages.
Impact: project had short-term impact on its immediate target groups through detecting their needs and preparing the training offer that is suitable for them. The project impacted VET systems through providing the tool that can be used by various target groups.
Description The activities planned in the VOIP project aimed at SME employees who are over 50 years of age. According to statistics (Eurostat) regarding the unemployment rate those employees are often the first to be fired when it comes to human resources reduction within a company. It is caused by the lack of knowledge in the field of ICT and foreign languages – despite the fact that seniors are often experts in other spheres of knowledge. As the European population average age is growing, it seemed and still seems to be necessary to undertake actions, which aim to improve qualifications of the target group in those two essential branches. The SME sector, as proved by the preliminary research carried out by the partnership, is not ready to reach out the challenge of ageing labour force – the situation in big and globally recognised companies look much better. The VOIP project aimed to provide SME 50+ employees with a training tool, which allows them to become competent in the field of ICT and foreign languages, and therefore to feel underestimated, useless and discriminated no more.

Product information Multi-Feature Platform is the main product of the project. It contains training courses (another product) which are tailored to the needs of the target group. In order to measure these, the partnership carried out a research on target group training needs (300 respondents in each country, 150 employees + 150 SME employers). The partnership elaborated two questionnaires: one for employees, one for employers. The questionnaires were available in traditional paper form as well as an on-line questionnaire bound with database on a server. The research results were collected and described in one comprehensive document - Common Report. Its main role was to point out the way in which the training courses should be tailored in order to meet the training needs of the target group as well as employers' demands. Common Report is available on the project website - the main file repository of the partnership. Along with the Common Report, one can find there other downloadable project outputs such as project brochure or electronic newsletters.
