Summary Electronic commerce is a fast growing field of business, in the future it is forecasted to cultivate even faster that is why it is flattering a new-fangled ground of occupation, a source for job creation and prospect for economic growth. The vocational measures, recent surveys and job advertisements have revealed that there is progressive demand both for e-Commerce activities and for employees with sufficient know-how on diverse aspects of e-commerce in Turkey. Yet, principally SMEs and SME labour force fall short in exploiting this opportunity. The statistics designate lack of training in Turkey regarding e-Commerce programmes specially designed for these target groups. The present ECoM initiative addresses this need as vocational training project heading for improve the e-Commerce training in Turkey. The specific objective is to transfer former successful LdV project “FIT-for e-Commerce” products for the targets groups in Turkey subsequent to an intense study of “localization” of the training content and context. The partnership is leaded by the applicant Istanbul Chamber of Commerce (ITO) which performs as the umbrella organization of more than 300.000 active companies, most of them are SMEs. ITO acts as the bridge between the consortium and the SMEs, as well as holds the point to straightly observe and implement the target groups’ demands into the project actions. Istanbul Commerce University (ITICU), being a prominent educational institution offers vocational and educational mentoring and puts input in the evaluation process of ECoM products. Bfi Wien, being the owner and coordinator of the former FIT-for e-commerce project will present the methodology of the previous project and assess the transfer into ECoM products accordingly. ITC-europa, a Brussels-based consultancy company will accomplish the project coordination and will be responsible for execution of the workpackages. Export Promotion Centre of Undersecretariat of Foreign Trade (IGEME) takes part in ECoM consortium as a “silent partner”. IGEME is the coordination unit of e-Commerce activities in Turkey thus its contribution will be valuable. Upon this multiactor and strong consortium, the foremost outcomes shall be an integrated training module premeditated for the use of SMEs and SME practitioner in Turkey with the intention of facilitating them fruitfully partaking in e-Commerce activities both for domestic market and for export. In addition, the training module implies to design and offer to the training participants a “European e-Commerce” certificate as a proof of their vocational skills on the field. The anticipated impact of ECoM will be the widespread usage of ECoM module by thousands of SMEs in Turkey, not confined to ITO members but also in other regions and sectors. Thus, the broaden impact of training will have multiplier effect by equipping increasingly number of professionals in the labour force and unemployed people with e-Commerce knowledge, skills and qualifications.
It is becoming increasingly harder for SMEs with limited resources to survive and compete in the new economic environment where the rapid growth of information technologies and internet utilisation take place.
Deriving from this rationale, Istanbul Chamber of Commerce (ICOC) initiated a vocational training project on e-commerce entitled KOBETIC, in order to support its member SMEs to develop their competitiveness at national and international markets.
Funded by the European Commission, KOBETIC Project, aims to spread the use of e-commerce among ICOC member SMEs and improving the capacity of information use and e-competence of their SME employees. The project aims at enabling these SMEs to take part in e-commerce market; reduce their costs and boost their competitiveness through the use of e-commerce. Another objective of the Project is to contribute to the development of the vocational training system and its applications.
