Marketing Text L'objectif est mettre à la disposition des bas ouvriers spécialisés ou des ouvriers spécialisés dans le secteur de métal, un certificat reconnu dans le monde entier de ses compétences personnelles et compétences, en basant sur la norme ISO 17024:2003. Les données de sortie du certificat se ressemblent dans tous les pays participant et sont fondées d'une part sur une matrice de compétences homogène ainsi que d'autre part sur des conditions de norme adaptées d'ISO 17024:2003 lequel sont réglées sur les besoins du secteur de métal. Le partenariat se compose d'au total 7 institutions dans le domaine de la qualification de métal ainsi que des représentations d'intérêts.
Summary Aim of the project is to make available ISO 17024:2003 to low skilled workers or labourers in the metal sector, a worldwide approved certificate of her personal skills and competence, based on the norm. The expenditure of the certificate is alike in all taking part countries and is based on the one hand on a uniform competence matrix, as well as, on the other hand, on conformist norm conditions of the ISO 17024:2003 which is tuned to the demands of the metal sector. The partnership exists of a total of 7 equipment in the area of the metal qualification as well as interest representative offices.
The background for the ISO QUAM project (ISO 17024:2003 certification for qualified metal worker) is the current and expectable future situation in the metal sector in Europe, which due to the economic crisis produces huge risks for people having low skills or are unskilled workers. Currently there is no possibilty to somehow certify the competences of this target group which have been acquired mainly through non formal or informal (training on the job, shadowing etc.) ways. The European Qualification Framework provides currently no clear strategy how to certify and recognise competences lower than the regular skilled worker (apprenticeship level) and there is the strong need for a certification approach for the lower levels of EQF (EQF 1 and 2).
The project ISO QUAM provides an approach for a comeptence certification for a qualified metal worker (EQF levels 1 and 2) through a transfer of an existing model for competence cerification recognised on European and international level - competence certification schemes on the basis of the norm ISO 17024:2003. This norm is already successfully used in other sectore (mainly service sector) for person certification schemes and will be transferred through this project into the metal sector providing there the first reliable and internationalle recognised competence certification approach for low skilled or unskilled workers which are at main risk to loose their jobs and have problems on the labour market especially during and economic crisis. A Europeanwide recognised approach for cerification of their competences would provide them with an ISO 17024:2003 competence assessment cerificate, valid in all European countries (and beyond) and will so significantly improve their job chances and also their possibilties for job mobility which has been in fact not existing before.
The outputs of the project will be an ISO 17024:2003 based approach for competence cerification of a qualified metal worker including all necessary materials (process descriptions, exam procedures, questions, simulations needed, observation protocols etc.) in all partner language and EN tested in all partner countries.
The short term impact expected is a number of 100 certified qualified metal workers at the end of the project and huge long term impact on VET providers, certifying bodies, political decision makers and the VET systems as a whole providing a valuable contribution to the approaches for transparency and recognition of competences and learning outcomes for a very disadvantaged target group.
