The standards are formulated as European framework guidelines for further education in organic food trade, at which the national professional associations with their certification systems can orient themselves.
Target group The direct target groups are owner, manager and employees in the organic food retail trade in Poland, Czech Republic, Slovakia, Hungary, Latvia, Austria, Belgium and Germany. Direct beneficiaries have been the manager and employees taken part in the four test periods (300 persons) in 60 enterprises (in each country 15 enterprises) in Poland, the Czech Republic, Austria and Germany.
The qualification standards have been formulated by 14 partner organisations from
8 European countries. The partners concerned operate in various areas of the trade in organic food. Qualification standards have been developed for the operative level and for company management. Basic competences have also been formulated, as have the essential skills and knowledge in the areas of products, companies and the market. The proposed qualification standards provide a basis for transparent systems of evaluation and certification. They will contribute towards the mutual adaptation of various national educational measures within professional education.

Area of application
Uniform qualification standards provide a basis for comparable or generally valid evaluation and certification systems. They contribute towards the mutual adaptation of professional education in the market segment organic foods. The certificates awarded in accordance with these qualification standards will be comparable throughout Europe. The professional standard of employees in special organic food stores can be supported and assessed with the help of qualification standards. Owners as well as employees of organic food shops can acquire certificates in several areas. This ensures a uniform standard for the individual staff and shops involved.
Organic Retailers Association - ORA - is a representative of European special organic retail trade. ORA creates and formulates qualification standards for European special organic retail trade. On the basis of these, it creates a modular system, sets examination rules and grants certification licences to national organisations. National associations of European special organic retail trade create national examination rules and issue certificates. National training providers co-operate with national associations, create offers according to "Qualification standards for European special organic retail trade", carry out examinations in accordance with European and national examination rules and issue certificates.
Currently no European country has a uniform system of qualification certificates. However, such a system is necessary particularly in the specialised organic food trade, since a number of people working in this field have changed their occupation and the equivalent qualification of the retailer profession cannot be used here. A unified qualification system should be used throughout Europe since the national standards do not accord with the escalating European harmonization. The qualification standards provide a basis for transparent systems of evaluation and certification. They will contribute towards the mutual adaptation of various national educational measures within professional education in the EU.
