Description The subject of the study was to analyse leadership at team leader level. So far the focus has laid on a comparison of leadership at team leader level within Europe, or more specifically within the partner countries of the project SIMON (Germany, Northern Ireland, Italy and Spain).

Team leaders have a special position within organizations because they are supervisors of working teams and are supervised by all other higher hierarchical levels as well. This kind of “sandwich position“ can cause tension and problems for team leaders because they have to satisfy the needs of both sides: the workers and the senior management. This situation emphasises the importance for team leaders to work according to organizational goals by transcribing these goals for workers. The success of an organization is dependent on how effective organizational objectives are carried out. Workers have an important role in implementing them but they can only work according to organizational goals if their team leader leads them in the right direction. Leadership at team leader level will here be analysed by means of a study concerning Management by Objectives (MbO), which is the concept behind leading by objectives. The aim was to describe Management by Objectives at team leader level or more specifically to find out whether the requirements necessary for a successful leadership within MbO are given. As the study is conducted in different countries within Europe it is hypothesised that there are differences in how MbO is carried out in these countries. If cultural differences do exist, it will be analysed whether they can be explained by special cultural dimensions, which are derived from the culture model of the Globe-project (House et al., 1999, 2002, Javidan & House, 2001, 2002). The role of team leaders is very different in Europe compared to the special role in Germany, although the position of a team leader on the lowest hierarchical level does exist in a similar way, too. This makes this study very interesting because the results can show how great the differences actually are. A comparison of the existing different roles of team leaders in Italy, Germany and the UK that go hand in hand with the educational system, will help to interpret the results.
