Marketing Text Ziel dieses Projekts ist die Schaffung eines Ständigen Systems für die Mitarbeiterschulung, um die Integration zwischen den einzelnen Diensten sowie die Transparenz und die Anerkennung der Lernergebnisse unabhängig von der Methode ihrer Erreichung zu unterstützen.
Summary The project aims to transfer an Operators Training Package, tested by various Italian partners, for the integrated management of the training services and active labour policies. This package, inclusive of contents, training and assistance methods, operating and theoretical support media, allows to start up in some Italian regions and in other European countries, a Continuous Training Service for Operators for the integrated offer of competence-based training services and related work. The main aim is to bring out a technical-methodological system focused on integrated services delivery, based on the management of competences which would applicable by the Training Services, Vocational Guidance Services, Active Labour Policies and Special Services for weak people within EU Countries.
The project provides to put at disposal of the beneficiary Countries an “Operators Training Package” made up of:
a)a methodological formalised system for the management of competences, complete with guidelines and handbooks, for the delivery of Training Services and Active Labour Policies;
b)a governance pattern at the disposal of Public Institutions - Social Parties – Vocational Training Centres and Active Labour Policy Agencies supporting their planning activities, complete with procedures on cooperation and exploitation of the complementary character of services;
c)a software for the production of Dictionaries of competences, Standards of competences (Units), competence-based planning on training items;
d)a methodology for training-intervention of operators through “laboratories of innovation co-production”.
As regards the implementation of innovation, the project provides for an introduction of a “commitment system” by an involvement of institutional subjects, social parties and technical structures of each of the beneficiary areas. This procedure will allow to adapt the “Operators Training Package” after a testing phase, following specific needs of each beneficiary area.
The methodology for the transfer of activities carried out by the project will put in action 4 “Laboratories” of “co-elaboration” between transferring Partner and receiving Partners.
•[Lab. A] aiming to define systems, procedures and tools (e.g. Calls For Proposals) for the development and promotion of innovation within education systems by applying “rules” and standard planning tools provided for by the Management Authorities;
•[Lab. B] addressed to trainers involved in training planning activities following standard tools, with a planning approach based on learning outcomes;
•[Lab. C] aiming to produce clear, assessed and validated learning outcomes, in accordance with the most recent directions given by EQF and ECVET.
•[Lab. D] addressed to professionals interested in defining effective vocational guidance patterns and in matching labour demand and labour supply.
The tangible result of the project will be the application, the implementation and the installation of the Operators Training Package together with the support software, tools and manuals. The intangible result will consist of a form of a contribution to the development of a competence-based culture that will be the leading element (transversal force) for the integration and qualification of the training and occupational services. Besides that, this process will contribute to the development and enhancement of the learning outcomes that will highlight the importance of finding common reference points.
The implementation of the transfer will also result in providing benefits to the end-users of the Operators Training Package such as Training Agencies and Active Labour Policies Agencies settled in the target territories and, as the final element, the companies and employees that are the recipients of these integrated competence-based services.

The project provides 4 types of products that form the tools of the transferring process, intended as integrated result of the planning experiences indicated.
The 1st type of products relates to the “technical-methodological system” of the entire training supply proposed. The methodological heritage made available includes criteria, guidelines, formats, patterns, best practices, tools for the management of professional competences (competence performance methods, planning criteria, evaluation systems of learning processes and outcomes, vocational guidance methods and balance of competence, etc..).
The 2nd type of products relates to the “training-intervention methodology” adopted by the “Operators Training Package” that identifies the Laboratory as the best method, by promoting co-production for innovation, by developing the acquirement of professional competences and by enhancing the experience of operators themselves.
The 3rd type of products relates to the “governance pattern”, i.e. the involvement process – ensuring that all operators acting in the area are engaged in managing the learning outcomes, thus meeting the requirement of sharing and using a common framework for the management of integrated services.
The 4th type of products is an “on-line tool system”. It is an ICT platform coherent with the methodological system that supports the operative dimension of the methodological learning referred to the operators. It allows the patrimonialisation of the learning outcomes, formalised in products, that can be used in different services (training, balances, evaluation, ecc.).
